In the background of the "Rise of Central China", Changzhutan region as theeconomic core area of the big Area Central province-Hunan Province, In recentyears, this region each year contributes more than40%of the proportion of HunanProvince, it is one of the importang regions should be most concerned about theeconomy of Hunan Province, but also of the rise of central China. Although in recentyears, the region has been rapid economic development, but its growth is still mainlyrely on the capital to spur economic growth, this growth mode is not suitable for therealization of the strategic objectives of sustainable economic development.Therefore,to search the correct mode of economic growth is a priority. In accordance with thetheory of endogenous economic growth, technological innovatiom is the internaldriving force of economic growth. However, the area of Changzhutan in usingtechnology to promote economic growth, there are still some to be the perfect place.Both the total R&D input, R&D input structure, Changzhutan there are somedeficiencies. In this paper, using the Eviews6.0measurement software do empiricalresearch the relationship between the Changzhutan regional R&D input and economicgrowth, mainly following:Firstly, using of the Cobb-Douglas production function,1998-2011yearsChangzhutan regional R&D input data and Hunan Province’s GDP data for the sampleinterval, the relationship that exists between the Changzhutan regional R&D input andeconomic growth, found that the R&D funds and R&D personnel into HunanProvince’s GDP growth significantly. This suggests that the increase of R&D fund andR&D personnel as a big role in the economic growth of Hunan Province. Also basedVAR models, dynamic econometric analysis the relationship of the Changzhutanregional R&D intensity and Hunan Province’s GDP growth using1998-2011yearsChangzhutan regional R&D intensity data and Hunan Province’s GDP data, foundthat between the regional R&D intensity and Hunan Province’s GDP growth there is along-run equilibrium relationship; R&D intensity is the reason of the economicgrowth of the Granger causality; R&D intensity to Hunan Province’s GDP continuedpositive effect but there is a lag effect. In addition, comparative analysis the R&Dinput and economic growth of Changzhutan region and the Yangtze River Deltaregion, found in Changzhutan regions both R&D fund and R&D personnel inputlagged behind the high level of in the Yangtze River Delta region. This is one of thereasons that the economic development of Changzhutan region behind the YangtzeRiver Delta region.Secondly, analysis the problems of Changzhutan regional R&D input, foundboth its total R&D fund and total R&D personnel input are sufficient, the R&D fundsinvested too small base and the R&D personnel increase is too modest. At the same time, its R&D input structure inadequate investment in basic research. Because of theprivate benefits of basic research less than the social benefits, the inputs in enterprisesin this regard are often small, and the Government to this part of the R&D subsidy isfailure or no incentives.Finally, after the analysis of the problems, in the last part of the paper givescorresponding suggestions and countermeasures, for example, the government shouldincrease investment in basic research; establish research alliances; exerting theirrespective advantages in the play between enterprises, research institutions anduniversities of the region, and to maximize the use of the area of R&D resources;incentives the Small and Medium Enterprises’s R&D input and further attract foreigninvestment in this region and so on.
