| In August2003, the central government start a new round of reform of rural credit cooperatives in eight provinces and cities across the country (Jiangsu, Zhejiang, Shandong,Jiangxi,Guizhou, Jilin, Chongqing, Shanxi), allowing local conditions to select the proprietary model and the organization form, and build an effective corporate governance framework on the basis of clearly defined property rights, in order to improve the internal management and service level of the credit cooperatives. Eight pilot provinces who carry out a new round of rural credit cooperatives reform have dated back more than a decade, but the community have disagreements on the performance of the new round of reform of rural credit cooperatives. According to local conditions of rural credit cooperatives property rights model, the choice of Shandong Province can also be extended to other parts of the country, depending on the level of regional development and the need to choose a different legal.In this paper, by analyzing the effectiveness of specific measures of rural credit cooperatives in2003reform, and has been made at this stage, on the basis of the theory of the cooperative finance, modern property rights theory and principal-agent theory knowledge, and learning from the model of Property Income and Subsidy Dependence Index model, and to consider the regulatory body-the China Banking Regulatory Commission and the Shandong Provincial Credit Union of rural credit cooperatives, and the reform of China’s rural credit cooperatives and agriculture task, this paper try to build a set of practical evaluation index system to evaluate the overall effect of the reform of rural credit cooperatives in Shandong Province objectively and comprehensively, hoping to provide some reference on the optimization the reform of property rights, the promotion of asset quality and the endorsement of three rural.
