Main is to ignore the negative influence on the project of the assessment, the impact of the project economic and efficient implementation.Based on the analysis of the occurrence theoretical basis of mass incidents, according to the railway construction project characteristics, using the principle of accident tree, we can pointed out economic, environmental, medical care from "human", that will lead to mass accident analysis of the of the interaction between factors. On the other hand, we must obey the macroscopic policy, there are some specific habits in some special regions such as ethnic minority arreas,religious belief areas,which will increase the possibility of sudden mass accidents.Finally,with the above analysis,we can further conclude that mechanism of social risk,and gradually expand to mass accidents,and ultimately lead to social instability,the social stability will bring a lot of bad influence.
