Study On Effect And Strategies Of Animal Welfare Barrier In Export Trade Of Product Of Animal Origin

With the development of the world economy, international-wide thoughts on the environment protection and ethic problem becomes more mature and people pay more attention to the animal welfare aboard. In recent years, the concept of animal welfare is introduced to the international trade field. Animal welfare barrier becomes a new tool used by the trade protectionists. Compared with the developed countries, there is a long way to go for us on both the animal welfare consciousness and the law system. What’s more, the international animal welfare organizations and the news media devote to the malicious propaganda deliberately aboard when the news ob the back side of the animal protection exposures at home. In practice, animal welfare is used widely in the international trade with China which aims at impeding our export trade on the product of animal origin. In fact, China has a disadvantage on the animal welfare condition and animal welfare barrier has had a very bad effect on the export of the product of animal origin. Therefore, studies on the animal welfare problem are necessary in both the theoretical and practical aspect.The first part is the introduction. The second part is the summary of the animal welfare and animal welfare barrier. It contents the definition of animal welfare and animal welfare barrier as well as the characteristics and contributing factor of animal welfare barrier. Animal welfare barrier can be reasonable, discriminatory, concealment, operability, complexity, controversial, rigid, and extensive. And government goal, national gap, WTO rules, consumer’s concussion on food safety, support from the animal protection organization and the region all contributes to animal welfare. The following part analyzes the animal welfare condition in China. Firstly, china has made some breakthroughs on the construction of the law system; secondly, we fall behind on the number, content, aims and sanction in the development of the law; thirdly, the author analyzes the animal welfare condition of animal by-products, aquatic product, traditional Chinese medicine, fur goods and maquillage in the aspect of cultivation, butcher, handling and transportation; lastly, the author comes to a conclusion that the disadvantages on the consciousness, law, technology and information impeding the improvement of the animal welfare. The forth part aims at analyzing the effects animal welfare barrier has on the export trade of product of animal origin. Firstly, it works out by affecting both the demand and supply of the product; secondly, from the macro viewpoint, under the animal welfare barrier, China becomes the object of attack, the market access is harder and product competitive power decreases, there is a inhibitory effects of trade and more and more trade confliction; lastly, the author does a case study to help the analyzing work with four cases which stands for four different product categories and informs us the potential and heavy effect existed. In the last part, the author comes up with several specific measures to deal with the consciousness, law, technology and information problem mentioned before. In the view of consciousness, it’s better to get to know the essence of the animal welfare problem and enhance the consciousness. To consummate the law system, it can be both strengthen management at home and make use of or participate in making the international rules etc. and it’s urgent to increase the investment and strategy adjustment to improve the condition. To make up the shortage of information, the early warning mechanism is needed which works well on information collection, transmit and utilization.
