It is actually an extensive mode of growth has long been practiced in China, primarily through investment and exports. This growth pattern is characterized by high investment and high consumption. Spur economic growth at the same time, it will also have a number of problems, including the intensification of structural imbalances and inflation. By unfavorable external factors, economic growth will be likely to slow down. Since2011, Chinese economic growth had declined quarter by quarter, the macroeconomic situation was more and more severe. This was the combined result of the accumulated problems in the process of economic development in China, including demographic changes lead to the gradual disappearance of the demographic dividend, the impact of the economic crisis, shrinking external demand, sluggish domestic demand. This situation may also continue for some time, and thus caused great pressure to Chinese economy.The global economic crisis triggered by the subprime mortgage crisis, Chinese export has been greatly affected, net exports boosting the economy decreased significantly, declining economic growth. China has increased the credit, in order to ensure economic growth, increased4trillion large-scale investments, industry overcapacity and development, exacerbated by structural imbalances, rising level of inflation. To coped with these problems, the Chinese government had "steady growth, structural adjustment, anti-inflation" as the main objective of macroeconomic regulation and control measures.From the situation of Chinese economic operation, to stabilize the economic growth, adjust the economic structure, anti-inflation is a dynamic system of contact and conflict, the three combination studies, looking in the links between them and conflicts a balance in order to effectively solve the problems in Chinese economic development process. To be completed at the same time but in the current economic environment and the context of steady growth, adjusting structure, this triple objective of the anti-inflation, it is very difficult. It’s a hard combination between these three, because of steady growth, structural adjustment, anti-inflation items in the initiative, seems to be in conflict with each other.To face these tasks of stabilizing growth, adjusting structure, anti-inflation, our response is to achieve a dynamic balance between them. The so-called dynamic equilibrium is taken into account, according to the actual situation of different measures. Restructuring as the main line, taking into account the steady growth and prevent inflation. More specifically, is to make the growth rate can not be less than7%lower limit too much of the economic growth, to mitigate the inflationary pressures, but also improve the structural imbalance. Steady growth, anti-inflation can create good conditions to adjust the structure, and the only real progress in terms of structural adjustment, will it be possible to maintain a longer period of economic growth and price stability. We have to do is to continue to implement a prudent monetary policy and in line with the proactive fiscal policy, accelerate the transformation of economic growth, deepening reform.
