The global financial crisis is often accompanied by the strengthening ofgovernment regulation behavior, which naturally will be reflected in governmentregulation of trade. Continued to promote economic recovery, especially in order tosolve the serious problem of unemployment, U.S government considers internationaltrade as the most important way to promote economic development, and thus solvethe employment problem. Since government regulation as a strong governmentintervention in the economy, the government trade regulation will be more prominent.Under this macroeconomic context, starting from the point of view of thegovernment’s function, especially the economic function of government, it found thatOriginal U.S. trade controls principle has been quietly changed, because of thechanges in the international trade environment. Protectionist tendencies in tradecontrols are continuously strengthened. Thus, this article will further explore that theU.S. government would face double game when it takes the trade controls. They arethe domestic game to strengthen government control or continued to trust the marketmechanism, and the international game of hegemonic government regulation againstmulti-polarization of the world economy. It can be predicted that the U.S. governmenttrade control behaviors are formatting a new trend. But as a market economy country,looking at the historical changes of process in the United States, the strengthening ofgovernment controls is a norm during the "special period", not unprecedented; thetrade control mode may be cured after this financial crisis; but it needs to be notedthat an open and free market is still the basis for the selection of government tradecontrols of U.S. The trade control behavior changes are just to adapt to different timesand safeguard their own interests. In making the above analysis, combined with thecurrent situation of Sino-US trade and the tremendous impact of China which wascaused by the behaviors of the U.S. government trade regulation, the article concludeswith some thinking on the Chinese government’s coping strategies.In short, this article hopes that at the perspective of the administration, and thenstudies the United States government regulation behaviors’ changes in internationaltrade since the financial crisis, and observes the future trend of the U.S. trade controlsfrom the government’s view.
