Empirical Study On The Effect Of China’s Intellectual Property Rights Protection To Technology Industry Competition

At the background of economic globalization and the rapid development ofscience and technology, the world economy is from the traditional economic modethat characterized with the raw material, capital and energy consumption transformedto knowledge economy mode to which oriented the information and knowledge. Ourcountry is in the key period of social and economic transformation，and the " TwelfthFive-Year Plan" clearly pointed out that the scientific and technological progress andinnovation must be adhered to speed up the transformation of the mode of economicdevelopment，furthermore, as stimulate innovation and promote the importance oftechnological progress policy, intellectual property system has become increasinglyprominent. For a long time，most of researches that related to the relationship ofintellectual property rights and economic were focused on the developed countries,and the research of the estimating the strength of IPR protection in China are startedrelatively late and focus on theoretical aspects. In recent years, there are someempirical researches, but they are all the analysis of the relationship betweenintellectual property protection and the aspect of FDI, international trade, economicgrowth. Therefore, combined with China’s national conditions, empirical research ofintellectual property protection on high tech industry competitiveness has greattheoretical and practical significance.Firstly, in this paper, based on the protection of intellectual property rights as thestarting point and systematic review of related literature. Secondly，based on diamondmodel theory and endogenous growth theory, researching the impact of intellectualproperty protection on the high-tech industry competitiveness. Thirdly, descriptionand measurement of the level of protection of intellectual property rights and thedevelopment of high-tech industry, on the basis of these, the empirical study hasanalysis China’s intellectual property rights to the influence of high technologyindustry and comparison of influence direction and degree which according to theregional classification. At last，combined with research conclusions and our protection of intellectual property development status, opposed policy recommendationsfocusing on improving the level of protection of intellectual property rights, todevelop a moderate intellectual property protection system and to enhance thecompetitiveness of high-tech industry.The general regression results show that China’s intellectual property protectionlevel of high tech industry competitiveness has distinct stimulate effect，and thegovernment’s support, investment research funding intensity, the per capita GDP arehave a positive impact of high technology industry competitiveness, but theinvestment research personnel strength inhibits the competitiveness of high-techindustries. However，the regional research results show that the protection ofintellectual property are promoting the East, West and northeast regions of high techindustry competitiveness，but it hinder the competitiveness of the central region of thehigh-tech industry. The government support, the R&D funds strength and per capitaGDP in four areas are existed positive influence of high technology industrycompetitiveness. R&D human strength on the eastern and central regions plays apositive role in high technology industry competitiveness，but it has a negative effecton the western and northeastern regions of the high-tech industry competitiveness.Therefore, the overall strengthen the strength of intellectual property protection inChina is conducive to enhance the competitiveness of high-tech industry, but there aresome regional differences.In conclusion, as the level of IPR protection in China is not high，we shouldfurther intensify protection of intellectual property, strengthen government supportand spending on research strength, increase the investment of manpower strengthconversion. Specific，we can from the following several angle to improve the existingsituation。At first，to establish a sound system of intellectual property protection,efforts to enhance law enforcement. At second，combined with China’s nationalconditions to formulate the intellectual property protection system to match thedevelopment of economic and social. At third，according to their own conditions，each region to strengthen the level of protection of intellectual property rights appropriately. What is more，increasing government funds to support the high-techindustry. Lastly, promoting the integration of industry，university and research toenhance the utilization of innovative technologies.
