With the growing shortage of land resources caused by socio-economicdevelopment and growth of population, the sea becomes increasingly importantbecause of its rich energy and mineral resources, in the increasingly tense situation innatural resources, countries in the world are competing for marine resources. Marinemonitoring technology is the base of studying and developing the ocean, is thetechnical support for the development of the ocean, in order to defend the country’smaritime rights and interests, there is an urgent need to vigorously develop the marinemonitoring technology and improve maritime defense forces. In marine monitoring,Marine environment is the Material basis of Human understanding of the sea, using ofmarine resources and protecting the marine environment. So data buoy plays animportant part of marine monitoring.This article relied on this project: Marine public welfare sector funding forresearch and special projects-the subtasks of marine rights law enforcement targetdetection and identification and information transmission technology applied researchand demonstration. By adding acoustic array detection system and panoramic videodetection system on10m large-scale hydro-meteorological data buoy which has beenthe business of running in China to detect and identify the tort target vessel on the sea,then transferred the marine data to shore station receiver in real time by high-speedsatellite. The buoy data receiving shore station is an important part of the entire buoysystem, the final array of acoustic, acoustic fingerprint, meteorological, hydrologicaland other data are to be handled by the receiving shore station, shore station isresponsible for receiving, processing, display, storage and forwarding the data send bybuoy, so it can understand buoys dynamic information in a timely manner, and makeeffective use of relevant meteorological and hydrological data.The system is based on high-speed INMARSAT BGAN communicationssystems, storage and processing data transmitted by collection terminal through theInternet network. The software is modular in design, using powerful Visual C++language in the Microsoft architecture in the front desk, takes full advantage of thefeatures of object-oriented programming, and develops friendly interface. Usemulti-threaded Socket programming techniques based on client/server mode, inaccordance with the negotiated agreement communication, so the shore station system can communicate with buoy host, acoustic array module and acoustic fingerprintmodule independently, not only to improve the real-time nature of the data, andgreatly improve the overall performance of the system. With the simple and flexibleADO database access technology, use the perfect and mature SQL Server2005database to store data reliably.In order to ensure the reliability and stability of the software, software testing idneeded. The buoy and sends the collected data to shore station every half an hour,because of existing TCP&UDP test tool does not have automatically send function,in order to simulate the buoy function of continuously transmitted, according toexisting TCP&UDP network testing tools, this article writes a small software for thesystem which can control the TCP&UDP test tool by controlling external software,finally it can make the TCP&UDP test tool to simulate the entire sending processand test the software.Currently the software has been written and tested finished. Experiments showthat the shore station receiving system can receive and display data, and store all data,and establish a database to store data long time, and the shore station achieves theremote control of the buoy, it can adjust the buoy system settings (including samplingperiod, parameter settings, etc.) at any time. This system can achieve multiplefunctions like displaying, storing and viewing buoy host data, it can receive acousticarray and acoustic fingerprint data, finally the system achieve the purpose ofmonitoring project requirements.
