Research On Risk Mangement Of Rocky Desertification Comprechensive Treatment Project In Guangxi Dahua Country

Karst rocky desertification is widely distributed in our country and occupies most of our motherland. In the southwest, rocky desertification phenomenon is very prominent. It is not only contributed to the deterioration of the natural ecological environment in western, but also become a stumbling block to economic and social development in western China. Governance of karst rocky desertification in China has started from2008, recently the comprehensive treatment of rocky desertification has been brought into the national and local12th five-year development plan. The comprehensive treatment project of rocky desertification is planed as a whole by our country, the local government is responsible for the implementation of environmental management and ecological restoration in karst rocky desertification area of the project, to reduce soil and water loss, restore virescence, and also to promote local ecological, economic and social sustainable development as the goal. Such projects are easily affected by man-made factors and natural conditions, due to wide distribution, strong political nature and wide involvement. From the beginning to the end, the projects have a lot of risk.The paper is based on the implementing comprehensive treatment project of rocky desertification in Dahua county, Guangxi province. The risk management at all stages of life cycle was studied. First of all, using modern project risk management theories and tools, identifying the risk of which have already appeared and may appear in the future against the project according to the historical experience on the implementation of the project. Then, uses the probability impact matrix and subjective evaluation method to qualitatively and quantitatively evaluate and analyze the identified risk, obtained the risk potential in the process of construction and sorted risk level. Finally, targeted on the risk response and control of comprehensive treatment project of rocky desertification in Dahua county put forward some countermeasures and suggestions. The paper first proposed that in the risk response of rocky desertification comprehensive treatment project in Dahua County, should integrated use of poverty alleviation and development, the urbanization construction, change of relocation, comprehensive treatment of rocky desertification according to local actual condition. From the project layout and planning to minimize the effect of man-made risk factors, give full play to the construction of rocky desertification comprehensive management projects, and achieve higher social benefits. The paper attempts to apply project risk management theory to rocky desertification comprehensive treatment project, it has certain practical significance to improve the efficiency of the project construction, maintain national desertification governance fund safety, and promote local economic and social development.
