At the end of the1970s, American scholars A.L.Satty, proposed a systematical method combined with qualitative and quantitative analysis-Analytical Hierarchy Process. AHP is a multi-goals and multi-criteria decision-making procedure. It will help policy makers to address the problem down into consideration factors such as the establishment of one or more layered structure of the tree, so that decision-making can be changed into a series of relatively simple sequencing and comparison. AHP has been widely used for its advantages.The first step to solve the problem using the analytic hierarchy process is to build a hierarchical structure model. The complex problem is decomposed into the part of the element in the model, these elements are formed a number of levels according to its properties, Up one level of the element dominate its relevant elements of the next level. At the same level of each element is actually a complementary relationship. Whether all of the multi-attribute decision-making problems is a complementary relationship between the various influencing factors? Obviously not the best example is the "bucket principle". How much water can be accommodated in the bucket depend the piece of the shortest template. The shortest template is the "limiting factor" of the cask. If you want more water be loaded in the bucket only to lengthen the shortest plank. When you use AHP to solve this kind of problem, the result is a distortion.In order to solve this kind of problem, a progressive analytic hierarchy process model is constructed in the paper. The progressive analytic hierarchy process model in solving this kind of problem is more effective than analytic hierarchy method.
