With the complex impact of rapid development of socio economy and the increasingly population as well as the human activities, urbanization process, and different tillage methods have made a significant impact on hydrological process. The impact of LUCC on regional hydrological processes has gradually been the most active research area at the present international hydrological sciences.The present study takes Sihu basin which is in Hubei Province as the research area. This paper analysis the changes in precipitation characteristics of four lakes basin, land use and cover change features as well as the impact of LUCC on water production with the support of RS and GIS technology. The most significant feature of rainfall-runoff process in Sihu basin is that it was strongly controlled and limited by the water conservancy facilities which were constructed by humans. The rainfall-runoff process in this basin is the product of natural and man-made factors, which shows an unnatural runoff process. Therefore, this paper applies the difference of rainfall runoff process which made by combination of different land use types to explore the hydrologic cycle process in the region’s watershed scale and to provide a theoretical guidance for water management in this basin.Through the analysis of the characteristics of climate changes of this basin in20years, this paper found that regional distribution in rainfall season is very uneven, and this can easily cause flood disaster. At the same time, the frequency of heavy rains in different parts is also different. By interpreting and analyzing the remote sensing image of1990,2000, and2010, we found that different land types show their different changing trends in Sihu basin. Dry land and paddy field area has little change. Water area continuously extends. Construction area has a significant increase. And a substantial decline shows in other classes.In order to analysis the impact of LUCC on the water production in different times, this study calculated the heavy rainfall of5-9in1998, and found that the same type of rain water product different water in different land use patterns. The water production in total in2000is more0.68×108m3higher than it in1990, and it is2.64×108m3higher than it in2000. The overall water production in this basin is on an increasing trend. Water production in water area and construction sites is increasing, while in farmland is decreasing. It is mainly due to the increase and development of land for construction and aquaculture ponds area are expanding.
