With the continuous progress of human beings, people has higher requirement for the quality of life. And the demand for the service level of urban traffic is high. Traffic planning as an important part of the urban traffic construction, is of great significance to urban traffic improvement.For the network design problem of traffic program, three bi-level models of continuous transportation network design are built, based on the robust optimization. In the first uncertain model, the upper-level is that, in the lower-level model, the demand is relative belong to a simple closed set and an ellipsoid. Then a genetic algorithm is applied to solve the model. In the second uncertain model, the upper-level constraint is transformed, when an uncertain parameter is taken bright. The demand in lower-level belongs to a simple bound closed set. Then the scenario-based local search algorithm is designed. In the third uncertain model, the upper-level problem is an uncertain construct cost problem, which be transformed by the robust optimization of Mylvn Sim. In the lower-level problem, the traffic demand still belongs to a simple bounded closed set. The sensitivity analysis is used to solve the problem.After calculating the example, the result of the total impedance of the uncertain model is bigger than the deterministic one is obtained. And the effective of the three models and algorithm is proved. And the example shows that the robust model with uncertain data has the advantage of operability over the deterministic solutions.
