The characteristics of the static control technology of converter steelmaking are fasteffect, low cost of prophase investment and later maintenance and so on, which is one ofthe effective means of making small or medium converters controlled by computers. Itovercomes the blindness that brings by controlling the converter steelmaking processwith human experience, which can reduce the consumption of raw materials in theprocess of converter steelmaking effectively, improve the hits rate of steelmakingendpoint, standardize the converter steelmaking operations and reduce the cost ofconverter steelmaking process.According to the problems of controlling the converter steelmaking process withhuman experience, operations irregular, high consumption of raw materials, low endpointhits rate and so on in the factory of vanadium recover and steelmaking of Cheng Steel,the topic develops a static control system for it which brings theoretical model and ANNmodel together. This static control system was programmed by VB6.0and SQL Server2000, based on the theory of material balance and thermal balance, and took relatedparameters into account that getting from analysis of data and human experience. Themain idea of developing the system is that with the duplex process of vanadium recoverand steelmaking in converter, the topic divide the converter steelmaking process into twoparts, which are vanadium recover from hot metal and semi-steel steelmaking, buildcomputer control model for each part and realize the whole converter steelmakingprocess controlled by computers at last. The system includes the model of burdencalculation for recovering vanadium from hot metal, the model of static control for semi-steel steelmaking and the module of data management. In the model of static control forsemi-steel steelmaking, the model of the artificial neural network for forecasting theendpoint is used to verify the result drawing by the model of burden calculation for semi-steel steelmaking which can improve the control precision of the static control system.After using the static control system, the grade of vanadium slag is changed from12.1%to12.9%, the consumption of lime reduces to30kg/t that32kg/t before, theconsumption of light-burned dolomite reduces to15.2kg/t from16kg/t, the consumptionof silicon manganese alloy and other alloy reduces to21.3kg/t from22kg/t and the scrappercentage is changed from4.5%to6%. At the same time, the rate of splash is alsoreduced significantly. In addition, the double hits rate of terminal carbon content andterminal temperature is also changed from37%to45%.
