With the advancement of science and technology, human life has undergone enormouschanges. However, a lot of problems are caused. The sharp increase of electronic waste(e-waste) is one of them. As a special kind of waste, how to change it into treasure is thefocus of common concern for countries. In all of the recommendations, the establishment ofExtended Producer Responsibility (EPR) system pointed out the solution undoubtedly.Compared to the traditional producer responsibility, EPR requires producers to take theresponsibility in the life cycle of the product, especially the responsibility for recycling,disposal and recycling of the waste stage of the product. The Circular Economy PromotionLaw of China confirmed the legal status of the EPR system in2009, but only generalrequirements were provided, which was unspecific and lack of the practice interoperability.Waste Electrical and Electronic Products Recycling Regulations, enacted subsequently,specified the provisions of the EPR system, which provided precedents for the improvementof the EPR system. The EPR system of China is analyzed from the environmental problemscaused by electronic wastes and improved by referring to the experience of foreign countriesin the paper. And economic and social benefits are balanced ultimately.The basic profiles of e-waste management in the EPR system are described in the firstsection, which includes the characteristics of e-waste and the management status of e-wasterecycling. The EPR system is put forwards to solve the problem of e-waste. The overview ofthe main subject, the content and the form of extended responsibility liability reflects theconnotation of the EPR.In the second part, mainly feasibility of the EPR is demonstrated theoretically.Reasonable foundation in the implementation of the EPR system in China is provided on thebasis of corporate social responsibility, corporate environmental rights, and the cycle ofeconomic theory.The legislative status quo and implementation of EPR system is explained in China inthe third. And the development dilemma and defects of EPR system are indicated. In the EPRsystem,Producer shall not clearly, he responsibility for recycling of Producer’s is notmandatory, Economic incentives are too single. Finally, the suggestions of the improvement of the EPR system are put forward throughdrawing lessons from the operating experience of the EPR system of foreign countries.Including strengthening economic means of regulation:Tax regulation,financial creditpolicy,environmental deposit system,In addition to improve legislation.
