Economic development and environmental protection is a contradictionfor a long time, the pressure to the environment and the economicdevelopment of China is always unable to relieve and even inevitable alongthe developed industrial countries economic and environmental problemscontinuously. Economic growth leads to environmental problems inevitablypenetrated into industry, agriculture, urbanization, etc, at present ourcountry soil heavy metal pollution problems have become serious. Duringthe period of "11th five-year plan", the soil heavy metal pollutionproblems highlighted as relatively sharp contradiction between economicand environmental, industrial waste gas, waste water, waste residue andagricultural chemical products, such as pollution to urban land,cultivated land, and all kinds of soil has caused severe damage. Soil heavymetal pollution prevention and control of the rising cost, the fundsecurity has become a top priority.Soil heavy metal pollution prevention and control of need to basiclegal system safeguard, also need the support of real money. In2011, thestate approved a "comprehensive control of heavy metal pollution" twelfthfive-year "plan", for the heavy metal pollution treatment goals and guarantee measures are put forward, the planning is still not made public,but is also what we are looking forward to. On the other hand, the lawon the prevention and control of soil pollution in the near future, isabout to come on for our country soil heavy metal pollution controlprovides a guarantee of specific legislation. In addition all kinds ofnational policy as well as how to ensure capital source provides the soilheavy metal pollution. But in the aspect of source of funds in our countryat present there are many shortcomings, such as disorder and lack of fundsguarantee legislation, single and lack of funding sources, fund safeguardsystem of accountability for loophole, etc is also tested with thestability of the capital source and adequacy.In this study, the author will be funding guarantee system for theprevention and control of soil heavy metal pollution of our country arediscussed the study is divided into three parts, the first part is forthe prevention and control of soil heavy metal pollution in our countryand the present situation analysis, in this chapter, the author probesinto the soil heavy metal pollution prevention and control of relevantlaws in our country and the existing fund safeguard measures, providesa foundation for subsequent discussion including the shortage of the; Thesecond part is for developed countries and other areas of experience andcapital guarantee system for the prevention and control of soil pollution,because our country at present there exists a blank in the funds safeguardconcrete system, so this part of the related system for a preliminary studyhas important reference value to the; The third part is the focus of thisarticle, in this chapter the author will first analysis of soil heavy metalpollution in our country the lack of security and the problem of funds,the introduction of the theory is suitable for our country’s system design,finally aimed at funding problems with the system of accountability for funds safeguard system design put forward suitable for China’s nationalconditions.
