| With the rapid development of our economy, energy demand increase, coal mining strength also increasing, lead to easy mining resource is decreasing. However, large unexploited coal that under "three-underground" but didn’t get rational mining, and in the coal mining process discharge a large amount of waste rock waste caused by environmental pollution, therefore, the use of waste gangue filling mining is the direction of coal industry development. At present, there are lack of related research in which working scheme about fulfilling ratio can achieve the goal that both protect the surface building and relatively lower costs in the waste rock fill mining operations and how to evaluate the effectiveness of goaffilling. This article is financially supported by the National Key Technology R&D Program (2009BAB48B02) and based on XinYang coal area in FenXi group as experimental object, has designed the scheme and set up the surface observation stations. Through capture and analysis the data within the industry, this paper has studied the surface movement deformation rule under condition of goaffilling mining with gangue, and use the fuzzy comprehensive evaluation to set up the effectiveness evaluation system of goaffilling mining under buildings.This paper has achieved the following conclusions through the research:(1) The effect of the fill mining technology is controlled by three key factors:before filling the roof and nearer the quantity, filling body owes joint top quantity and the filling body compression quantity, what can be summed up in fulfilling ratio. Designing the model of calculating mining height and predict surface subsidence that was caused by goaffilling mining with gangue.(2) For the purpose of filling is to protect the surface building, it has designed the program of calculating minimum fulfilling ratio according to the earth’s surface and buildings protection level is at level I of maximum deformation in the selection of fulfilling ratio in filling plan that can avoid the blind increase fulfilling ratio bring out the waste of materials and increasing the cost.(3) On the basis of the principle of fuzzy comprehensive evaluation is adopted to establish the effectiveness evaluation system of goaffilling mining under building. To solve the determination of weights of the impact factors and calculate the membership degree during the process are important.
