When Environmental carrying capacity(ECC) is the cornerstone of the city todevelop sustainably, ECC means the ability of the regional environmental system canwithstand a variety of socio-economic activities made by humans,within a period anda space,it regard that ECC is seen as a prerequisite to maintain harmony between thehuman and the natural environment.With the accelerated process of urbanization.Toanalyze the environmental situation of China’s urban environmental issues,Theenvironmental issue has become an urgent problem faced by development of theurban.How to predict the carrying capacity of the urban environment is the mostconcerned currently by environmental decision-making departments,as well as aSubsidiary scholars.In this paper,the carrying capacity of land,water and atmospheric which areincluded by Environment are study objects,and this paper.To Machine learningmethod based on limited data,support vector machine(SVM),as a basis,Combining StatisticalYearbook,and the actual survey data and mining the existingenvironmental data,To construct the indes system of the urban environment whichUrban land factor factor of urban water resources,and urban air factor are seen asthree dimensions factor.The purpose is expected to provide direction for thesolution of environmental problems faced by the urban development,In addition,in order to improve the performance of Regression forecast model which is basedon SVM,According to the sensitivity of the parameters which come from thekernel function of SVM is better than the sensitivity of the kernel function,Thetwo improved hybrid Drosophila optimization algorithm is proposed baseddrosophila optimization algorithm, Logistic mixed fruit flies (LGM-FOA)algorithm and Lozi’s the mixed fruit flies algorithm (LZM-FOA) is seen asimproved SVM regression prediction model, Both algorithms are integrated intothe Logistic map and Lozi’s, and This algorithm is used to get optimal parametervalue respectively with the global search.As the optimal parameter value to be thecenter,and to produce small fluctuations around them, thus it can gain final optimal parameter values.Secondly,based on the LGM-FOA and LZM-FOA to establish good urban ECC ofSVM regression models were applied to verify the trend about the ECC of GansuProvince,and between forecast results by training and the predicted results of theurban ECC based on neural network model for comparison, Get a good referencevalue based on the the LGM-FOA and LZM-FOA support vector machines urbanECC regression model has valid Thus,to Lanzhou for example,proven city carryingcapacity prediction model is applied to the forecasts of Lanzhou ECC.And comparedwith the neural network.The results show that:(1)significant correlation between the value of theindicators and the bearing capacity of single factor about environmental in LanzhouCity;(2)compared with the Lanzhou City ECC level value,carrying capacity indexvalue is better able to fine reflects the trend of the bearing;(3)Using the forecastingmodel of support vector regression to predict the development trend of environmentin Lanzhou City,the accuracy is relatively high;(4)2009-2010,the model establishedon the basis of the LGM-FOA gained that The Lanzhou Water ResourcesEnvironmenta Carrying Capacity(WECC) Index predictive value were0.9233,0.9266,a model which gained0.9293,0.9245has build on on the basis ofLZM-FOA,In this paper,predicted results from two forecasting model show that thedownward trend of WECC in Lanzhou city,Bearing capacity index is greater than0.7,it means a greater demand for water resources in this region, the supply is verytight,the human need for timely provision of effective measures to alleviate theemergency;(5)2007-2010,the level of Lanzhou Land Environmenta CarryingCapacity(LECC) has been in a healthy condition,However, the bearing capacity ofthe index value is a rising trend,in this paper,The two forecast results were0.707,0.7312,0.7842,0.8109and0.7066,0.732,0.7856,0.8286;(6) In2005-2010, theindex value of Atmospheric Environmenta Carrying Capacity(AECC) in LanzhouCity showed a rapid upward trend,Predicted rating values are light pollution,But theboundaries between light pollution and severe pollution is4,while both modelspredict the bearing capacity index values were2.67,2.78,2.85,3.2651,3.06,3.527and 2.6751,3.4839,2.7744,2.8526,3.0216,3.2875,The predictive index close to the criticalvalue.This shows that urgent and effective measures must be taken quickly toimprove the state of the air pollution.
