HACCP is the abbreviation of “Hazard Analysis Critical Control Point”。It is aguarantee system which can prevent the problem of food safety and control the keyfactors of production process, composes two parts: the analysis of food hazard (HazardAnalysis)and Critical Control Points(CCP). The HACCP system is considered the mostauthoritative quality guarantee system for food safety and applied in the milkproduction in many countries.In developed countries, the application of HACCP system in raw milk productionis quite widespread, the milk quality and safety problem has been well solved. Theapplication of HACCP system in our country is still in the initial stage, milkproduction situation is not optimistic, the problem of insufficient capacity andquality instability is more prominent. It is Actively promote the application ofhazard analysis and critical control point in China’s milk production, has an importantpractical role to strengthen the construction of milk source.The author focuses on “The Application of HACCP in raw milk construction inour country”, consulted a large number of reference and accomplished the researchthrough the Luoyang juer dairy practice study and the successful experience from hedevelopment of foreign HACCP system.The main contents:1.The introduction of related knowledge of HACCP system. The paper introducesthe basic knowledge, the principle and characteristic of HACCP system; therelationship between HACCP and GMP, SSOP, ISO22000; as well as the scope anddifference. it has laid a theoretical foundation to study the application of HACCPsystem in the milk source construction.2.The reason of slow progress in the HACCP system in the milk sourceconstruction in our country is analyzed. The subjective reasons: the senses ofresponsibility and crisis in the relevant administrative departments are not strong, the measures are inappropriate and ineffective; some milk producers only pay attention toimmediate interests, are lack of foresight, take a passive attitude and move slow. Theobjective reasons: the capital and talent is shortage, the milk price is instability andconsumption growth is slow.3.The HACCP system is researched in the milk source construction. The milksource construction is a complicated system engineering, only the application ofhazard analysis and critical control point in the milk source construction in China isincluded in the study of system which is composed of the construction of milk sourcebase and Cows feed, dairy farming and milk production,we can obtain a scientificconclusion. This paper puts forward suggestions on the construction of milk sourcebases, the hazards which the dairy feed construction, dairy farming and milkproduction are facing is dissected. In the base of HACCP theory, in accordancewith the characteristics of each system, the key control point system was set up. itprovides theoretical and technical support to speed up the establishment,development and perfection of the HACCP system.4. The strategy of speeding up the HACCP system in the milk source constructionis proposed. The content: the HACCP system should be implemented immediately andcertified compulsorily, the strategy of “three steps to walk" is:"certified immediately,certified after transformation, certified after high level and grade scale ".Speeding upthe process of HACCP system in the milk source construction can help to alleviate theshortage of milk production and give a better solution to the milk source quality.
