In recent years, under the background of deteriorating internationalenvironment, fog and haze hina often appears in China, what’s more,we sufferfrom various forms of pollution, and surrounded by garbage. However, theinternational community has pushed China to the position of chief culprit ofenvironmental pollution dispute because of China ’s " world factory " name.However, this is not true,the responsibility China bears much exceed what it shouldbear. Bhopal tragedy in India and then to the80s of the last century from Japan to theUnited States pain syndrome events*St. Barbara Channel incident and Laffer canalevent, this series of shows a clear message: Multinationals in the host countryengaged in "high pollution, high-risk" sectors of production and operation, Once anaccident occurs on the host country,it will do immeasurable damage to it.When careful analysis, it is not difficult to find that the negative impact offoreign companies on China’s pollution of the environment plays in these companiesshould assume their responsibilities. This article focuses on the first of the three majorinternational producers, including existing pollution liability, pollution liability andconsumer co-differentiated responsibility, including responsibility for environmentalresponsibility principle。The second part is the second chapter of this paper describesthe current popular environmental responsibility principles,"Producer responsibility","consumer responsibility" as well as the impact of the environment on the hostcountry’s that foreign companies has put,we can draw just and equitable "commonbut differentiated" principle of environmental responsibility.The third part of the demonstration shows sustainable development, socialresponsibility. Theoretical aspects of the legal responsibilities of transnationalcorporations should assume the obligations of the host country as in environmentalprotection as their mother country. And also analysis of a series of flaws in our system, such as environmental protection, making a very good accumulation onpolicy recommendations to the fifth part. The fourth part introduces the situation ofinvestment of foreign enterprises in China firstly.Secondly, in empirical aspects,combined with China’s current geographic distribution of environmental pollution, wecan be sure of the status of Chinese multinational companies cannot shirk itsresponsibility to the environment. Part V describes the current internationalenvironmental governance in comparison to the good example of the United Statesand other countries, so as to give policy recommendations for the sixth part of foreignenterprises in China, environmental pollution problems.Innovation point of this article is from the serious deterioration of haze weatherto search, for foreign companies to invest in China’s state such as location, industryanalysis and combining the data of related research of multinational companies of ourcountry environment pollution problem, to prove those enterprises have unshirkableresponsibility to the environment. understanding of the negative impact ofmultinational companies of our country environment clearly, not only make ourcountry in a passive position in the international climate negotiations, but alsofighting good for rights.
