Our country is an emerging and developing country, with the rapid developmentof national economy, the demand for oil is also growing. Construction of China’sstrategic oil reserve system began brewing in1993, and the preparation forconstruction started in2003.China planned to build three oil reserve bases, and itsreserves are generally arranged to three phrases:first phase of10million~12milliontons; second of28million tons; Third of28million tons. The first phase has beencompleted, the second and third are under planning and construction.Undergroundwater-sealed oil storage become the preferred form of national oil reserves as a resultof its small floor area, investment and consumption as well as its low pollution,operation cost management and high security and excellent performance of loadingand unloading speed, etc. The strategic petroleum reserves of China are proceedingrapidly and orderly. The second and third projects are concerned about theunderground cavity reserves, there are some planning and site selections have beencompleted and some even have been under preparations or constructions. But someunderground water-sealed oil storage caverns are still needed to be constructed.Papers starts from the underground water-sealed oil storage caverns’ principlesand factors for sites selections. Papers selects eight evaluation indexes, seismicintensity, regional fault zone, the maximum horizontal stress, lithology, groundwaterlevel, the average annual rainfall, with a large marina, with large oil refinery distance,to have the underground water-sealed oil storage caverns evaluated by its sitechoosing. Using AHP, a hierarchical model has been established and weights beencalculated. Finally, the use of GIS spatial overlay technology combined with theweighted summation achieve comprehensive analysis and evaluation. Then use thebasic functions of GIS visualization to achieve results. Thesis research area includesthe coastal areas of eastern China, the paper on the study area were evaluated.Specific research papers are as follows:(1) Construct the underground water-sealed oil storage caverns macro sitingevaluation system. (2) Using AHP constructed underground cavern closure site assessment ofmacro-level model, and calculate the weight. Using GIS spatial overlay analysismethod evaluation.(3) According to the results of the evaluation of the suitability of the constructionof the library suitability of the study area is divided into four levels, namely, suitablefor a reservoir, more appropriate to build the reservoir, the basic construction of thereservoir and not suitable for construction of the reservoir.(4) Building a database to generate the eastern coastal suitability zoning map,and it can be visually and clearly seen that the distribution of the different regions ofthe suitability level from the map.(5) The cavern having been completed and constructed, in the results of thisanalysis are located in more appropriate and suitable to build the reservoir. This articlereflects the rationality of research methods and results.
