Study On The Greenhouse Gas Emission Impact Assessment Frameworks Of Plan Environmental Impact Assessment

Climate warming caused by greenhouse gas emissions have become important constains to sustainable socio-economic development. The harm caused by global warming cannot be ignored, and greenhouse gas emission reduction must take action without delay. How to control greenhouse gas emissions is the most important international and domestic issues. In this context, China promised greenhouse gas reduction targets at the Copenhagen meeting, as well as in the12th five-year plan for national economic and social development. However, faced with the process of industrialization in China, energy consumption is bound to increase, along with the growth of greenhouse gas emissions. How to achieve greenhouse gas emission reduction targets is a huge challenge.To realize the goals of reducing greenhouse gases emission, it need the whole country’s efforts.The plan through strategic environmental assessment, a more mature environment management measure, to curb greenhouse gas emissions and to respond to the problem of climate change. So this paper will establish a framework applied to plan environmental impact assessment for greenhouse gas emissions e, so as to evaluate the influence of greenhouse gas emissions generated.Focused on analysis practice of greenhouse gas emissions into plan environment impact assessment, such as Canada, the Caribbean Community, the United Kingdom. Based on these studies, combined with the requirements of China’s plan environmental impact assessment technical guidelines and the concrete practice, this paper proposed the frameworks of greenhouse gas emissions incorporating into China planning environmental impact assessment, and discussed the reason why plan environmental impact assessment adds contents of greenhouse gas emissions and evaluation procedures and facing difficulties. Summarized the methods of calculating greenhouse gas emissions.The methods can be concluded to three categories:emission factor method, mass balance method and actual measurement. This thesis also compared the applicability and limitations of the three methods respectively. The Thesis discussed the suitable evaluation methods to assess the greenhouse gas emission impact from the plans, including scenario analysis method, ecological footprint method and quantitative analysis method. In addition, the paper increaseses the characteristics of greenhouse gas emissions, and set greenhouse gas emissions evaluation indicators to achieve the purpose of low-carbon path of development and improve plan environmental impact assessment.Took Baoshan regional planning as an example, carried out greenhouse gas emissions effects evaluation, and used scenario analysis method to establish nine situations, and evaluated the impact based on the above schemes. This paper seleted the best solution based on greenhouse gas emissions and the target of the rate of carbon dioxide per unit of GDP. And in order to control the greenhouse gas emission, this paper proposed three aspects including structural reduction, collaborative reduction and management reduction.
