Our country is in a period of rapid development of city urbanization andmechanization. Bus priority has great significance to ease traffic congestion,to promoteenergy-saving emission reduction and in establishment of sustainable development ofcomprehensive transportation system. Letting the "people first",Priority to promote thedevelopment of city public traffic,Letting the people "more convenient to travel, morecomfortable to ride, more convenient to transfer” is the essence of the public transportpriority.Bus priority is an important part in public transport priority.But social vehiclestaking bus lane has seriously affected the efficiency of bus operation.View of the abovecircumstances,there are two main responses at present: One method is to assign trafficpolice to monitor and to dredge congestion road to ensure bus priority; another way is touse a fixed electronic police to collect violation evidences.These two methods have theirown shortcomings. So the research on vehicle occupying bus lane electronic policesystem has important significance.In this paper the main work includes the following:①This paper presents a combination of bus lane detection based on GPS andvideo image detection methods. First, through the GPS module to determine the buslane, and then through the video of lane detection based on Hough transform detectionbus lane information, such information can provide the detection range for the next stepof the vehicle detection.②In this paper,We use the of vehicle tracking methods based on license platerecognition to track vehicle. In the license plate recognition, first use the Sobel operatorfor edge detection, then use the Otsu method to make the images binaryzation,Then usethe line jump scanning for license plate location,use the vertical projection method tothe segmentation of the license plate,Finally use ET1and DT12characters for featureextraction, then use SVM method to classify.③Using3G technology to realize the communication between The server and thevehicle system.The application of digital image processing library using the opencvlibrary. This paper presents an analysis of illegal way based on the counter.according tothe actual situation taking bus lane rules.This paper emphasizes the importance ofconfiguration module in the whole system, and use the observer pattern to achieve the configuration module.
