Current Situation And Analysis Of The China Civil Engineering Safety Culture

Civil engineering construction industry is an important part of our national economy, also isa major contributor to gross national product and labor force. From2003to2012, the securitysituation of civil engineering in our country in general, showing a trend of improvement, butcompared with developed countries, the situation is still very grim. One of the main reasons isthat the lack of the safety culture. Safety culture has been proved to be the most effective ways tusolve human errors since1980s it was proposed.The paper developed a safety culture model, on the basis of the study of safety culturetheory and the analysis of China Civil Engineering Construction accident cases. The safetyculture is divided into three levels: personnel, organization and environment. The paper describethe personnel dimension from three aspects, safety attitude, safety behaviour andprofessional/safety knowledge; and the organizational dimension include safety value, safetypolicy, rules and guidelines, top management’s commitment, employee’s involvement,communication and safety Training; the external environment is made up of broad economic,legal, sociocultural, technological according to the characteristic of safety management practice.The questionnaires of worker, managers and supervisors were designed according to this model,and then126construction sites were surveyed across the country.The survey results were analyzed using Factor Analysis with SPSS software. the analysisshow that:1) the overall level of safety culture of contractor is not high, the awareness ofmanagers and works is good, but managers and workers are not clear enough understanding oftheir work and projects.The level of safety management within the contractor is general, in themeantime,negative influences from stakeholders and the site environment should be paidattention.;2) the overall level of supervision safety culture is good, individual safetyconsciousness of supervising engineers is good and Construction Supervision Organizations alsopays great attention to the safety supervision. The main implications of the research findings aresupervising engineers should improve their professional/safety knowledge, and negativeinfluence from the clients and contractors should be paid attention. Survey results of the analysissuggest improvements to the recommendations of the civil engineering safety culture in China:1)contractors should improve the project safety management organization, to strengthencommunication with all stakeholders, to strengthen the training of management and workers,improve their technical skills, professional and safety knowledge;2) supervision units shouldimprove the supervision of the safety of personnel management professional quality, to enhance the supervision of the safety of personnel knowledge and expertise, and to strengthen thecommunication and construction units. And put forward countermeasures and suggestions.
