In the process of urbanization, the biggest disturbance of human to the ecologicalenvironment is to change the pervious surface to hardening impervious surface, what directlychanged the original mechanism of hydrological cycle, and resulted in a series of ecologicalenvironment problems. Impervious surface could not be eliminated in the process ofurbanization. The impervious surface issue has got attentionsof the world in today’s planningsector. The research starts from the regulatory detailed planning,which is the directlymanagement rules of urban development and construction. To get the planning and controlapproach of impervious surfaces has more realistic significance on series of problems causedby impervious surface urgently in our country.Based on the analysis summary of impervious surfaces on planning and control progressof related theory research and practice, this paper discusses the controlling detailed planningthrough the water in the process of planning control and the necessity of possible routes.Combined with low impact development, ecological network, smart growth and ecologicalcompensation theory, paper points out the target, path and content in the regulatory detailedplanning, and puts forward the four factors of system planning——land use planning, trafficsystem planning, green space system planning and the rain engineering planning, which isrelated with impervious surface control in the regulatory detailed planning. From planningand design, index setting and implementation management system, this paper formulates theimpervious surface control strategy system.In planning and design strategies, combined with domestic and foreign relevant researchand practice experience, under the guidance of relevant theories, paper try to build ecologicalgrid of the rainto get optimization, coordination and integration in the land use, traffic system,the green space system and rain water system, to give rain ecological gridmultiple functions,such as ecology, traffic and the rain flood management, to ecologicallycuturbanhardensurfaceand manage the rain flood.The urban hydrology ecological security pattern is constructed atthe same time. It as a planning framework proposed planning specific design strategy in foursystem planning; In the index set strategy, to intensive land use and rainwater ecologicalmanagement as the control path, through the relevant indexes filter in the index system ofecological planning, optimizing the plot ratio and permeable area ratio of regulatory detailedplanning, added setting public service facilities accessibility, water quality, water flow controlindex construction planning the control index system of impervious surface, and to developspecific calculation and application method; In the implementation of the managementstrategy, this paper puts forward based on hydrological ecological control rules to implementmanagement model. Pointing outthe necessity of impervious surface control guideline inregulatory detailed planning level, this paper expounds the guidelines of the main principlesand content. Finally, paper proposes the establishment of improved volume of city waterpermeability rate incentive mechanism, and elaborates the way and incentive method.
