The development of new urban district is the newtask for the modern city.The construction of this new district embodies all of these new concepts.The difference betweennew urban district and the old urban district is in the process of building. The old urban district is based on repairing, but the planningof the new district, is more comprehensive consideration of the overall future of urban development, which is prerequisiteof low-carbon ecological landscape.Thispaper is mainly focus on the research of low-carbon ecological landscape planning, design, construction and operation, and to explore issues related to the ecological landscape construction of new urban district,with low-carbon economy.Firstly, based on study,practice and experience, the domestic research and abroad, gradually clear the meaningof low-carbon ecological landscape.Secondly, to effectively and minimize the use of resources and energy as well as minimize the impaction on environment, the shortcomings in the construction of new district landscape and construction of low-carbon eco-landscape theory, sustainable development, ecology and harmony between people and nature as the core of modern technologies and eco-technology should be fully understood, sothat the harmonious, healthy, comfortable, low-carbon ecological landscape could be created.Third, through the study of various stages of landscape construction of new urban district in low-carbon economy, especially in plan, design, construction and operation to find out the solution of savingresources and improvingresource utilization, reducing energy and consumption of funds.Aswell as takingfull advantage of the natural ecological way to restore orpromote the naturalprocess of ecological system, stressingthedominant position ofthe natural elements in the landscape of new urban district, which will enhance landscape construction of the new district with minimal resources, energy input, but a maximum of social, environmental and ecological output. So the construction of the new urban district will be truly a sustainable development. Finally, in order to promote the landscape development of low carbon construction forthe new urban district, five of principles should be follow. creatinga landscape of low carbon construction knowledge collaboration platform, the decision-makingframework for carbon-free and improve the coordination mechanism of the new urban district of sustainable development, improve the low-carbon buildingpolicy and regulations, establish incentives, the cooperation of the government and developers.
