With the spread of urbanization and popularization of cars, countries come to realize that multi-center mode with satellite cities must be developed. Ever since the appearance of suburbs in the western countries in the1950s, residential area on the verge of metropolis has become a part of city development. On the other hand, the popularization of cars has facilitated people’s travel, which, however, not only resulted into over-consumption of resources and severe environmental pollution, but also led to a large area of medium and low density residential development in the suburb of many cities of medium and large size, which simplified the function of urban land. Therefore, many countries started to publish policies for boosting mass capacity public transportation system, integrating the layout of residential, commercial and office facilities etc., in order to achieve an orderly developed city spatial structure.TOD mode provides an excellent solution for resolving the problems from "car traffic orientation ". With continuous practice and development in different countries, TOD mode now has become a good cure to many countries for effective use of land and sustainable development of cities. Our country is now undergoing dramatic urbanization:population of cities keep increasing, number of car ownership keeps rising, cities keep expanding and the city spatial structure is not yet stable, which has caused the problems we are facing now: traffic congestion, environmental pollution, short of land resource, simplified land use etc.. A set of efficiency solutions is in urgent need and TOD mode is the very great one.This paper took the marginal residential area Xiaogang of the second largest metropolis of Taiwan---Gaoxiong City as the study subject, analyzed its subway line R3(Nangangshan-Xiaogang) under TOD mode in the perspective of residential area layout, city living zone, wishing to further conclude a compact, mixed and efficient way of utilizing land. This paper first started by introducing the basic content of TOD mode, then discussed ideal residential environment, laying theoretical foundation for later case studies. Second, this paper took the residential area Xiaogang Stop on the verge of subway system of Gaoxiong city, Taiwan as subject, analyzed its land use mode, residential area planning, facilities near the subway etc., and discovered the shortcomings of the plan. Third, re-planned Xiaogang residential area by fixing shortcomings of the original plan and integrating the basic content of TOD mode. Finally, combined the case of Xiaogang residential area of Gaoxiong city, Taiwan with actual marginal residential conditions of developing cities in China, and put forward a planning scheme suitable for actual city residential development in China.By case study, this paper reached following conclusions:1. The planning of marginal residential area is lack of the consideration of "people", lacking to consider neighborhood establishment, and the plan itself was unscientific.2. The cluster effect of subway stops was not achieved, and the land utilization rate was quite low; The traffic network plan inside the marginal residential area was lack of consideration of traffic convenience, such as the consideration of bike way, sideway, traffic transferring mode etc. This paper’s study, on one hand, expected to theoretically deepen studies on the planning of marginal residential areas in China under TOD mode, which has theoretical significance; On the other hand, the proposals based on this study could serve as a reference for assessing city development in China, which has realistic significance.
