The renewable energy has broad prospects due to its advantage of zero pollution,and wind power, hydropower, solar power are the most common energy sources usedin the power generation. Rational utilization of renewable energy to achievesustainable development has become a major initiative of world energy developmentstrategy. According to the characteristics of wind and water energy resources,hydropower and wind power have good complementary characteristics. However,wind power has the features of large fluctuation, cannot be accurately forecast, cannotbe directly stored and unable to schedule; Though hydroelectric power has low powercost, flexible unit etc, but the storage capacity of hydroelectric power station isconstrained by the natural conditions. Overall, considering random characteristics ofwind power impact on water wind power joint operation system has very importanttheoretical value and realistic significance.Firstly, the dissertation uses the two-parameter Weibull distribution to describethe probabilistic characteristic of natural wind speed, and uses method of maximumlikelihood to estimate its parameters. Secondly, the research object of the dissertationis to joint the operation of conventional hydropower plants which are mainly based onmulti-annual regulation and wind power plant. Took maximizing the sum of totalpower generation and storage capacity increment of hydropower as the optimizationobjective, then, water wind power joint optimal operation model is established. In thecombined operation of hydro and wind power generation system, the output power ofhydroelectric power station changes over output power of wind power plant. Thedissertation assumes that natural wind speed obey the Weibull distribution, anddescribes the uncertainty of wind power plant output in terms of probability, intensivestudies the influence of wind power random characteristics on water wind power jointoperation system. For the solution of the objective function, the dissertation adoptsstochastic simulation technology to deal with chance-constrained, and convert the stochastic optimization problem to computable deterministic optimization problem,then solve the problem by PSO with compressibility factor.In order to demonstrate the feasibility and effectiveness of the water wind powerjoint optimal operation method based on stochastic programming theory, thedissertation adduces an example of a hydropower plant and a wind power plant, andadopts different decision schemes to analyse the optimization model. After calculatingand analyzing the example, it verifies that the optimal operation of water and windpower considering stochastic characteristics of wind and water power can effectivelyimprove power generation efficiency and achieve the optimal allocation of resources.
