In recent years, there has been a sharpgrowth of hazardous materialstransport volume,the associatedaccidents are also emerge in an endless stream,especially for large-scaletransport accident,has brought huge losses of personnel and property.In the early morning ofJune29,2012,there was a traffic accident of trucks loaded solvent oil tanker rear-end collisionon the Guangzhou along the highway,resulting in20deaths,31injuries, highlighting theimportance of the work of the emergency rescue dispatch.There has not yet formed a systemical theory and applicative method in the emergencyresource scheduling field for the hazardous materials transportation accident.The focus of thispaper is to study on the emergency resource scheduling work for large scale of hazardousmaterials transportation accident. The rescue work is different from the natural disaster in thehazardous materialstransport accident,anywhere could become the accident point becauese ofthe huge number of hazardous materials transport vehicles traveling in the same area. Sothehazardous materialsrescue work should not only consider the issue of rescue timeliness,but also consider the stability of the system.Based on the gradual deepening research method,along for the single-piont, multi-resourceā†'multi-point, multi-resource routes, the paperultimately completed tothe resource scheduling problem from the single-piont to themulti-point problem. From the idealized emergency rescue extended uncertain factors like theconsideration of road congestion, emergency resource demand uncertainty and the preferenceof decision makers and so on,the article finally builtthe robust fuzzy optimization modelconsidering the forcast of transport time.Based on the study of emergency resource scheduling status in Guangdong Province,theresearchstarted from the resource scheduling problem of the single-piont. This articlefocused in portraying the emergency resource scheduling problem under the emergencyresource demand uncertainty case, using the fuzzy optimization to reduce the uncertainty ofresource requirements,achieved the robustness of the scheduling decisions by introduction ofa robust emergency resource scheduling time constraints. To push the research further, the paper then studied the multi-point, multi-resourceproblem. Proposed two different scheduling principles for critical resources in multi-pointproblem.Finally, using of actual cases Guangzhou to complete the emergency resourcesscheduling based on the robust fuzzy optimization model, the scheduling results showed themodel and scheduling rules proposed in this paper meet the actual requirements.
