For protecting the investment of existing Energy Management System, improving the efficiency and reducing the cost when implementing new applications and features to the EMS, the IEC put forward the IEC-61970standard series in the1990s, and proposed the CIM series for power system application software’s interacting models.Presently, the domestically provincial and regional power grid dispatching control center have been basically equipped with EMS and have achieved the scientific management and control. However in the county power grid, the EMS is not widely implemented and most of them only have the basic SCADA function. Consequently, it would be a hot topic for the application of EMS for county power grid based on the CIM.In conclusion, aiming at the present situation and demand of the county power grid, this paper had put forward the design and implement scheme of the EMS core advanced application-Dispatcher Power Flow, which based on the CIM’s county power grid dispatching automation system. According to the three kinds of relationship in the CIM, the models corresponding to the actual power system had been established. Considering the DPF’s specific application requirements and real power system environment, the attributes of the CIM had been extended, so as to adapt to the needs of the engineering environment and calculation. Meanwhile, the author had drawn the corresponding power system wiring diagram associating to the CIM models correctly.By constructing the integrated development with Visual Studio2010and Qt4, the whole structure of the software and polymorphism had been designed. By applying the object-oriented principles, the interface of reading CIM models from database had been designed and developed. Adopting the connectivity node fusion method to analysis the topology of models which had been rea. By using the polar coordinate Newton-Laphson method had achieved the basic functions of power flow calculation. The calculation results had shown that the power flow calculation program was correct by taking the IEEE14-300node system and S-1047node system as test example.With the help of Qt designer, which has friendly GUI editor environment, we could make use of UI files and signal-slot mechanism to design and develop the graphical interface of the software. We had used table to show the CIM models data, topological analysis results and DPF calculation results.Moreover, the DPF calculation results also could had been shown by the power system wiring diagram.The software has realized the basic functions of DPF and provided a beneficial exploration of county’s SCADA upgrade to EMS.
