Small bridge and culvert that is one of the main facilities of highway drainage is veryimportant in drainage system. In washout by flood of Mountain Road, washout by flood of thesmall bridge and culvert occupies the very big proportion and damage patterns are alsovarious. So, it is necessary to study the theory of the small bridge and culvert of the reasonand the mechanism of the waterlogging, and raise the waterlogging hierarchies and culvert ofand which can reflect it waterlogging resistance stability evaluation index of the small bridgefor the waterlogging prevention and controlling technology research of the small bridge andculvert.This paper has carried on the analysis on the flow characteristics of the small bridge andculvert at first, and draws a no pressure type, pressure type and type of the culvert flow chart,and identifies the different hydraulic conditions of the flow pattern of the small bridge andculvert. Based on these, This paper has studied the forms of waterlogging of the small bridgeand culvert, and it accord to the characteristics of the divided into alluvial damage, erosiondamage and leakage damage three categories for the small bridge culvert of the waterloggingtypes, and studied its main waterlogging according to different waterlogging forms.Through the analysis of the waterlogging forms and data statistics found that exporterosion is the main form of waterlogging in small bridge and culvert waterlogging. Throughanalysis the formation of scour pit and continue flushing process, elaborates the small bridgeand culvert scour mechanism of waterlogging for the export.The waterlogging disasters of the small bridge and culvert are the disaster-inducingfactors acting on the hazard-affected bodies. Through to analysis the waterlogging ofhazard-affected bodies and the factors of small bridge and culvert, froms two aspects of riskand vulnerability, and studies the waterlogging level of the small bridge culvert. Based on this,According to the theory of fuzzy comprehensive evaluation, select nine comprehensiveevaluation indicators whice are the position of the small bridge and culvert, flow capacity,import and export types, sediment deposition resistance, energy dissipation measures,materials of the construction quality, flood flow, water flow speed and the the floater effect,put forward the evaluation of the small bridge and culvert waterlogging resistance stability ofthe comprehensive evaluation method. This evaluation method is applied to fuzzycomprehensive evaluation for the stability of resistance to waterlogging of the culvert,and thecalculation results show that this method is feasible,so it has certain feasibility and engineering applicability.At last, based on the different forms of waterlogging and the analysis of the waterloggingreason of the small bridge and culvert, puts forward the corresponding waterloggingprevention and control technology and some corresponding non-engineering measures of thethe small bridge and culvert from three aspects,whice are before the disaster protection,phasedisaster emergency rescue and repair after a disaster.It provides the theory basis forpreventing and controlling the waterlogging of the small bridge and culvert.
