Security and stability of power system can run largely influenced the development ofthe national economy, with the continuous expansion of the scale of China’s power grid, theapplication of a variety of new technologies, the system is running in the emergence of alarge number of new issues, and more uncertainty factors happened. Therefore, The powersystem is showing more and more complex features. In recent years, many domestic andforeign large area power outage occurred, particularly in the China Southern Power Grid in2008due to the ice storm caused a large area of the power outage, prompting thegovernment departments in China to realize that the traditional power system analysismethods based on the stability and security can not effectively ensure the system safe andstable, Therefore, according to the actual characteristics of the power grid in China,considering the impact of a variety of natural disasters and other uncertainties, researchwith wide adaptability, practicality, objectivity power system safety analysis method, has avery important significance.Firstly, analysis of the complex characteristics of the power system,starting from thepoint of preventing large area outage, with fault tree analysis method, drill through a largearea power outage reasons, to improve and perfect the power system security riskassessment index system from three aspects of the structure, technology, equipment. Theindex system is the basis of the power system security risk analysis method, provide thebasis for the government and power companies to develop corrective measures.Next, on the basis of the security risk index system,this paper study the vulnerabilitycharacteristics of building ideas and structure, puts forward the method of evaluatingindicators of scoring, This method reflects the level of risk that lead to blackouts, and easyto sort the vulnerability characteristics. Second, from the point of view of government regulation, the proposed set ofoperations with strong operational process for the guidance of the on-site assessment work.The evaluation process can be integrated and coordinated division of labor andresponsibilities of the parties involved, tissue specific implementation arrangements for allthe work, give full play to the expertise and resource advantages of all parties involved, toensure the smooth progress of the power system security risk and vulnerability assessmentwork has important theoretical and practical significance.This article do a security risk and vulnerability assessments of a provincial power gridwith improved and perfected security risk and vulnerability characteristics of assessmentindex system and operating process, Draw the appropriate risk indicators based on theactual characteristics of the provincial power grid analysis, and improved analytic hierarchyprocess, come to the overall risk of large blackouts. While further analysis of the results ofthe assessment, dig out the weak links of the provincial power grid, and proposed thecorresponding countermeasures and suggestions. The assessment results compared with theactual situation of the grid, and to verify the feasibility and effectiveness of the assessmentmethods.As a conclusion, review and summary are made. And the deficiencies of this paper arepointed out. Then, some work to be done in the future is also proposed.
