| Water shortage has become the bottleneck of sustainable development ofeconomic and social, which is one of the major challenges faced with comprehensiveimplementation of the well-off society goal. The concept of sustainable developmenthas made us realize that the development of human society must change the waterrequirement of simple denotative extensive growth mode, and pay attention to theconnotative development of demand management, adjusting industrial structure,strengthen water saving.The seriousness of water shortages and the necessity of establishingwater-saving society make water resources refer to social and economic fields.Sustainable utilization of water resources is the important guarantee of realizing theeconomic and social sustainable development.In-depth analysis of the utilization and changes of water resources in variouseconomic sectors, from the aspects of the amount of water resources, do a detailedresearch on the main factors influencing the utilization and changes of water resources.On this basis the factual data reflects the water effect of economic sectors, to providethe reference value and the basis for the construction of water-saving industrystructure. Take Zhangye in Gansu province for example, this paper selected the ofdata from2002to2007, using the structural decomposition analysis of the utilizationand changes of water resources in Zhangye, and then understand the Zhangye’s stageof water resources management, for the water resources management of Zhangye to amore efficient energy saving stage transformation provides the basis.First, there is a very brief introduction for the utilization situation of waterresources in Zhangye. The typical oasis of Zhangye in Gansu province is severe inwater resources serious shortage. But water is the first thing to do for Zhangyedevelopment, and is the primary variables of affecting economic development scaleand quality. In recent years in the northwest interior area Zhangye in Gansu provincehas grown at a slower pace. The traditional economic structure of Zhangye dominatedby agriculture is a water-based strong economic consumption system. The efficiencyof water utilization of Zhangye is not high. The utilization and changes of waterresources in Zhangye have some changes. The total water consumption of agricultural falls, which takes very big rate in economy system, and most of the industrial sectordecreases, but some industry sectors such as construction industry rises, and the waterconsumption of the third sector rises with a certain degree. Agricultural is still themost consumption of water resources in Zhangye.Second, it introduces briefly some methods and evaluation approaches of watermanagement. There are many researches on water management at home and abroad.This article chooses the input-output method that can analyze quantitativelysomething, and advances in technology and changes of the final demand structureimpact on the environment, and to analyze the utilization and changes of waterresources in detail.Third, it sums up the research results about SDA at home and abroad in brief.Then, it introduces briefly the basic principles and calculation methods of theinput-output, in turn clarifies the principles and methods of building on the area waterinput-output model. Last, it analyzes briefly the basic concept and principle of thestructural decomposition analysis (SDA). A series of theories laid the hard foundationfor the utilization and changes of water resources and evaluation of water resourcesdemand management in Zhangye.Fourth, through sorting carefully and analyzing depth the available data, usingthe SDA this article analyzes and studies further the utilization and changes of waterresources in Zhangye from2002to2007, then evaluates the phase of water resourcesdemand management in Zhangye. The water resources management in Zhangyewhich is the technical water-saving management stays the most primary stage indemand management.By the analysis of the utilization and changes of water resources in Zhangyebased on SDA, we can find, the main power of causing decrease on the waterconsumption in Zhangye is technical factor and structural (medial demand) factor; butthe technical factor (88%) is the key to effecting the decrease on the waterconsumption, at the same time the structural (medial demand) factor also effects thedecrease on the water consumption obviously (35%). The systemic factor is the mainfactor in the increase on the water consumption in Zhangye (-23%), has obviousnegative effect. From2002to2007in Zhangye water consumption reduces 144230000cubic meters, including technology effects lead to reduce waterconsumption of126530000cubic meters. The water resources management inZhangye which is the technical water-saving management stays the most primarystage in demand management, in another way, the effects of the technical factor (88%)is bigger than the structural (medial demand) factor (35%) and The systemic factor(-23%).Last, it looks forward to the building of water-saving society in Zhangye.Building the water-saving industry structure is the important method of buildingwater-saving society. |
