Highway transportation is an important infrastructure to the national economy andpeople’s livelihood, its healthy development has become the focus of widespread concern inthe industry. In recent decades, our country’s highway construction development is growingby leaps and bounds:by the end of2011, China’s highway mileage has been reached8.5km,and the national highway construction total scale of highway network planning wasimplemented.However, at the same time in an unprecedented development and made greatachievements in the highway construction, investment out of control,"San Chao"phenomenon has become very common,and this seriously affected the investment benefitmanagement of highway construction project. In the final analysis, this phenomenon is causedby unreasonable investment control, and the primary task to solve this problem is rationaldetermination of the investment quota of the highway construction project.So, how torationally determine the highway investment quota has become the key problem in the currenturgent, and the research will be of great significance for the healthy development of thehighway.This paper uses Fujian province highway projects that have been built as the originaldata,through analysis Fujian landform features and characteristics of HighwayEngineering,selecting the projects similar to relying project as typical sample projects in fuzzycomprehensive evaluation.For typical sample projects selected,the unit project and theengineering division that cost a larger proportion of the construction will be chosen as the keyresearch objects through the statistics and analysis.After the statistics in the division ofengineering quantity,using SPSS.19software to analyze the relation between amount ofengineering and technical indicators or factors,and determining the mathematical regressionequation that is used to calculate engineering quantity. Finally, the result is applied to relyingengineering to calculate and verify.
