The New Industrial Town Planning Research Towards Eco-Security

With the global demand for the emphasis on ecological awareness and the harmony development of human beings and nature, the new industrial town construction were added new assignment to take the role itself and function deploy. The new industrial town, no matter brown field renewal or the new town planning, has overwhelming understanding of the industry from the mono function development to the characteristic specialized town, new industrial clusters, functionally completed town and regional harmony town. So how to integrate the development of industrial and the protection of nature as to build a harmony complex ecosystem in town and weave the industrial space and outside natural resource together is our urging problem in the future industrial town planning. Especially, the Eighteenth Congress eco-civilization construction suggests design an ecologic pattern, which provides a new research direction for the new industrial town planning.Ecological security is a new research branch in ecology field. No systematic and completed research has been made focus on the urban ecological security and the pattern design. This article is a practical study on the application of ecological security to the new industrial town planning. Basing on the theory research, systematic analysis and practical study to anchor the new industrial town planning into the ecological security pattern, this article emphasis the control of non-construction land use and build the ecological security pattern so as to form the fundamental framework plan for the physical space, which will also help to produce the plan of land use for the construction, the allocation of industry, the circulation and so on. It would become a new method for new industrial town planning oriented by ecological security and provide preference for other new industrial town planning, new industrial area planning and industrial clusters.The core of town planning oriented by ecological security emphasis on the ecological security awareness is about to protect the nature and rationalize land use and extent to every scale of town planning.The article is of three parts:The first part basically summarizes the existing problems of development process and construction of China’s new industrial town and predicts its development trend in the future. This part then analyzes the necessity of constructing security pattern for new industrial town based on the inllustration of the relevant concepts, theoretical basis as well as the related methods and technologies of ecological security.The second part uses the fondamental researching methods supported by analysing the dynamic mechanism of sustainable development of new industrial town and relevant experience foundation to sum up the working methods of new town planning orientated by ecological security goal, which is from the starting point of constructing security pattern of both non-construction land and urban construction land.The last part is to take the Xiangxiang Economic Development Zone as the practical project to further study the methods, strategies and specific discussion.62Figures,24Tables,100References.
