More and more people attach importance to the urban traffic management planning, taxi is one of city’s public transportation; its number has constantly growing. Due to taxi management lacked efficient, and science scheduling management in most city, there are many problems to solve:high empty rate, unbalanced distribution, and short supply, which are seriously effected on convenient, efficient, and comfort advantage characteristics. So taxi dispatch management is more and more important. This paper determined the taxi dispatch configuration scheme in taxi pick-up hotspots, improved scientific, effective and rational urban taxi management system, enhanced the public convenience, reduced taxi empty-loaded rate and urban road traffic load, avoided public safety hazard due to passengers stranded.This paper analyzed effects factors on taxi GPS data errors, and processed redundant data and the errors data by MATLAB to improve the taxi GPS data; then established K-Means clustering model to divide for8taxi pick-up hotspots based on effective taxi GPS data. Considered actual traffic state effects on shortest path, we chosed the shortest time weights to diagram the roads in taxi pick-up hotspots. While traffic network graph with taxi pick-up hotspots has been diagramed, we proposed scheduling configuration model based on the shortest time weights and graph, solved the model by genetic algorithm, and arrived at the scheduling configuration which could meet the emergency needs in taxi pick-up hotspots and reduced the response time of taxi dispatch management, achieved science, efficient passengers evacuation.
