With the continuous growth of the global trade, energy consumption of goods transport substantially increase, greenhouse is becoming more serious. In this context, many countries put the "Low-carbon economy" on the agenda. In recent years, the logistics industry had large carbon emission. So it should bear responsibility to reduce greenhouse emission to shift to low-carbon transport. As environmental-friendly mode of transportation, intermodal transport is the favor of all countries. In order to make a quantitative analysis of total carbon emission in intermodal transport, and to levy a carbon tax, it effectively reduce carbon emission, the research in optimizing the route of intermodal transport based on tax of carbon emission is more in line with the development of the logistics industry today.The majority of the literature on intermodal transport concern about the economic benefits, research on the environmental impact lack of scientific evaluation method, most of which are still on policy research basis.In this paper, on the basis of further studying goods transport activities, we added the carbon emission factor into intermodal transport, built a double target model based on minimizing carbon emission and transportation cost, And then use the carbon tax to transform the model, and finally applied the model in practice.In this paper, we have done a lot of work as follows:(1) Referred to large quantities of domestic and international literature associated with low-carbon supply chain, carbon tax, transportation and intermodal transport. Analyzed the development situation and trend of domestic intermodal transport. Summed up the strengths and weaknesses in the existing literature.(2) In the basic intermodal transport model, added the macroeconomic concept of carbon tax into the micro intermodal transport decision-making model, built a new double target model based on minimizing carbon emission and transportation cost, and apply NSGA-Ⅱ to find the solution of the model. (3) Collation and calculation of the previous statistics, determined the calculation method of carbon emission factor and calculated it, made full preparation for solving the model.(4) Selected the actual data of Northeast chemical sales of PetroChina and for analyzing carbon tax intermodal transport, calculated operating cost and total system carbon emission using related data, and drawn up a reasonable distribution plan for intermodal transport according to the choice of transport mode and route.Research in this paper is beneficial supplement of "low-carbon logistics" studies. Analysis of company cases makes the model more practical, which can provide considerable reference value to freighters when they decide how to choose transport plan.
