The study of the theory of bidding and pricing decision-making is a very important subject in the present in the field of bidding. The decision-making for bidding and pricing in construction is a complex task, for it has to consider the factors of the enterprise itself, but also consider the factors of the project and the impact of the bidding parties. The pricing given by enterprise is not only important for winning the bid, but also essential for the survival and development of the enterprise. How to make a proper bidding and pricing decision-making has become an urgent problem needed to solve of engineering contraction.According to the definition of the "International Bid Preparation", pricing=direct cost+mark-up. This paper focuses on decision-making of mark-up. The paper outlines the basic theory of bidding and pricing, analyzes strategies and skills of bidding in different situations. The paper introduces the basic concept of the genetic algorithm and BP neural network. Combined with the functions and features of the genetic algorithm and BP neural network, the paper puts forward a mark-up decision-making model by GA-BP neural network, analyzes the factors impacting mark-up, designs the structure of GA-BP neural network model, explores the choice of the number of neurons in hidden layer of the neural network. To better introduce the model, using the case database constructed by the engineering examples to train and predict.Building mark-up decision-making model is a complex and critical work. This paper, combined with genetic algorithm and BP neural network, builds a GA-BP neural network to making decision of mark-up. Finally a case of mark-up decision-making practice is shown for how to use the model to solve the problem of engineering practice.
