The ground water resources where HT company locates is scarce, but the local industrial enterprises have been mainly relying on ground water, which affects the normal life using water and quality of life. Taking HT company as an example, the paper explores the economic and social benefit feasibility to use the Yellow River water, expecting a goal to protect ground water, allocating ground water preference to the resident.As a large water consumer, HT company has been using quality ground water mainly for production, which occupies the residents’ life water. The living water is forced to blend some poor quality Yellow River water. As one of the important state company, it’s crunch time for HT company to select the Yellow water scheme, change water resource for production, protect ground water resources, build a resource-saving, environment-friendly enterprise, improve the ability of sustainable development, change the situation of competing quality water with residents, ease pressure from privates and governments.Having studied Many water schemes, according to the feasibility results, the paper selects the scheme of ground water and the Yellow River water to compare. Thinking the advantages and disadvantages of the schemes, namely resources, sustainable development and social responsibilities&policy guidance, HT company determines to use the Yellow River scheme, build the Yellow River water pretreatment device in order to change the use of ground water. Applying the theories and methods of economic and social impact evaluation, the Yellow River water scheme has a positive social influence on serviced population, employment, population quality and harmonious society. The conclusion promotes the positive significance once the enterprise using Yellow River water, expecting to provide some useful reference to the local industrial enterprise to protect groundwater resources, realize the regulation and control of water resources, build a harmonious situation between the society and enterprises.
