Road safety is always the focus of the transportation system. Safety aux-iliary, Safety precaution, Safety management, and other technology is also the key point of intelligent transportation research. Although traffic flow guidance systems, advanced driver information systems and advanced vehicle control systems have been extensively studied in our country, some key technology have not fully implemented due to the in-complete information.Firstly, through the study of car following, which is the most common behavior in traffic system, and combining the collaborative control technology, car speed guidance system based on vehicle infrastructure cooperative theory is established in this paper, Requirements, design principles and working principle are introduced. Besides, the work of system scenarios is described.Secondly, according to road collaborative system advantages and actual driving behaviors, the collision avoidance model is improved and a new collision avoidance model based on collaborative theory is proposed. The distance of following car and lead car by location information based on map matching algorithm is estimated and the driv-er’s braking intention by the fuzzy theory is recognized. Through the two methods above, the related parameters in the new collision avoidance model are determined, In this way, the maximum and minimum guide speed are all calculated.Finally, the hardware and software configuration of on-board unit, roadside unit and wireless communication unit are introduced in detail, and related parameters are verified, the acquisition and integration of dynamic traffic information is completed. Through sensing and wireless communication technology, real-time information ex-change of vehicle to vehicle and vehicle to infrastructure is achieved. Overall test is or-ganized at two-way lane road in the north of Siyuan building in Beijing Jiaotong Uni-versity. The test analysis results prove that this system has high security and can avoid collision caused by driver subjective factors like misjudgment, fatigue driving and so on, especially play an important role in some special weather conditions like fog, rain, snow, etc.
