| With the acceleration of global economic integration, the economic form become diverse. The progress of science and technology, the rapid development of the Internet, and the growth of e-commerce, logistics as the third source of profit is playing an increasingly important role, its promotion effect to economy is self-evident.At present, our country is in the process of rapid development, transfer mode and the comprehensive construction of well-off society. The optimization of the industrial structure and the development of modern service industry has important strategic significance.The development of modern logistics, and the comprehensive transformation and upgrading of the traditional logistics industry will help to improve the economic structure and industrial layout. It also has a positive impact on the economic benefit of enterprise and city. Under this background, in2014,the National People’s Congress government work report explicitly proposed that, we should deepen the reform of the logistics distribution system, reduce the cost of circulation, promote the development of logistics distribution, express industry and online shopping,and fulfill the potential of consumption. How to develop modern logistics industry with high quality,and also in accordance with the needs of modern economic development has once again aroused widespread concern in society and academia.This paper draw the essence of modern logistics theory, management science theory, economics theory, regional science theory, geography science theory and system engineering theory etc. and introduces the concept of logistics geography to explore the law of modern logistics industry development from the macro, meso, and micro three scale. According to the social and economic data and field survey data,take Changsha City logistics industry as the object of study,this paper use the empirical analysis method, statistical model, SPSS19.0and MAPGIS to do a reasonable and detailed assessment.The paper focus on the current situation of logistics industry development in Changsha City, analyses the regional logistics competitiveness of Changsha City,and proposes influence factors and relevant countermeasures of the construction of regional logistics center city. The results show that:(1) through the analysis of spatial and temporal characteristics of logistics enterprise distribution, found that the development of Changsha City logistics industry has experienced four periods,they are the initial exploration stage, steady development stage, gradually mature stage, Industry integration stage and upgrade stage. Logistics enterprises distribution in the developed transport region,like ring road, port and airport, train station, bus station etc. Statistical analysis showed that logistics and economic development, regional industrial structure, the industrial cluster, opening-up and international trade, transportation, logistics policy and planning have great correlation.(2) Compared with developed area, the development of logistics industry in Changsha City is relatively backward,but it has good dev elopment base, strengthened relationship with other industries and relatively complete infrastructure. And also with a large radiation ca pability to the surrounding economic hinterland, its development env ironment is superior, and it has big development potential;the paper through a comparison of Changsha City and the remaining nine re presentative city of the Regional Logistics Competitiveness to make a reasonable assessment and prediction of the supply and demand situation of Changsha City Logistics industry. The results showed th at the construction of regional logistics center city of Changsha Cit y has certain feasibility and necessity.(3)Based on the analysis of current situation, we found some unfavorable factors of the construction of regional logistics center city, and puts forward the related countermeasure. Include the following specific:1. Further optimized the infrastructure,change the disadvantage of port and air transport, rectify and reformt the chaotic LTL freight logistics market,strengthen the construction of port.2. Updating the concept of modern logistics, change the limitations of the consciousnes of the logistics industry, and improve the comprehensive quality of employees.3.Play the leading role of the government, change the fragmentation status and ensure the government plan put in place. Vigorously develop the third party logistics, characteristic Logistics, green logistics, and construcut network structure of logistics market.4. Improve the informationization and management level of logistics industry, construct information platform of logistics within the city to realize the sharing of resources;5. Pay attention to the logistics personnel training and the introduction of international logistics enterprises, research intelligent logistics technology, to realize the goal of logistics resource allocation optimization.Changsha City as an importante center city and economic center of middle part, the construction of regional logistics center city, can drive the economic development of surrounding satellite cities, enhance the economic strength of the middle part and even our country. |
