The energy problem in the world is becoming more and more serious, the oil crisis has threatened the country’s energy security, in recent years the development of biomass energy has been the world’s attention.The urgent need for development and utilization of biomass energy in China is currently the adjustment of energy structure, energy saving and emission reduction, the reasonable control of the total energy consumption, and is an inevitable choice for China’s future sustainable energy utilization and the transformation of economic development mode.Environmental risk assessment of the establishment of the whole process of biomass energy life cycle model, including the pollutant discharge risk stability assessment, ecological risk assessment, ecosystem service function, risk assessment, risk assessment and risk assessment of economic society in five aspects.Pollutant discharge risk assessment includes index of chemical pollutant emissions risk, index of greenhouse gas emissions risk, index of acid gases emissions risk, and index of particulate emissions risk.Risk of ecosystem stability assessment includes the index of water resources perturbed risk, index of land resources perturbed risk, index of nutrient perturbed risk and index of plant diversity perturbed risk. Risk assessment of ecosystem service function include of index of products supply service function, index of ecological mediation service function risk, index of life support services function risk and index of leisure and cultural services functtio risk. Economic risk assessment indicators include of index of benefit risk, index of material risk, index of energy consumption risk and index of policy risk. Social risk evaluation include of index of food safety risk, index of energy security risk,index of climate warming risk, and index of disaster risk.Artificial cultivation of rapeseed for the whole process of raw materials for biodiesel life cycle as an example, assessing the environment risk of rapeseed biodiesel through basic data. The results show that the environmental risk index to the whole process of rapeseed as raw material for biodiesel life cycle is0.54, two level of risk. In five aspects of evaluation model, the biggest risk is the index of ecosystem stability risk, risk index for the0.86, five level of risk. Secondly, the bigger risk are social risk, risk index for the0.81, five level of risk; risk of pollutant emissions, the risk index was0.76, four level of risk; economic risk, risk index for the0.25, two level of risk; The smallest risk is ecosystem service function of risk, the risk index was0.04, one level of risk.In20index risk value of evaluation model from high to low is the acid gas emissions risk, risk index for the1, five level of risk; particulate emissions risk, risk index for the1.00, five level of risk; nutrient discharge risk, risk index for the1.00, five level of risk; the plant diversity of the perturbed risk, risk index for the1.00, five level of risk; food safety risk, the risk index was1.00, five level of risk; energy security risks, risk index for the0.97, five level of risk; the risk of policy, risk index for the0.76, four level of risk; water resources perturbed risk, risk index for the0.75, four level of risk; greenhouse gas emissions, risk, risk index for the0.71, four level of risk; land resources perturbed risk, risk index for the0.69, four level of risk; disaster risk, risk index for the0.67, four level of risk; climate change risk, risk index for the0.60, three level of risk; chemical pollutants discharge risk, risk index for the0.33, two level of risk; the service function of risk life support, the risk index was0.16, one level of risk; benefit risk, risk index for the0.12, one level of risk; energy consumption risk, risk index for the0.12, one level of risk; product supply and service function, ecological risk index of mediation services risk index, leisure and cultural services risk index and risk index of0raw materials, safety.Overall, the rapeseed as needed to focus on ecosystem stability risk and social risk of the whole process of biodiesel raw materials in the life cycle, one needs to improve yield, drought tolerance, strong adaptability, cultivation on soil fertility low requirements of new rapeseed varieties, at the same time, the planting process also need to pay attention to the possible, plant diseases and insect pests all kinds of disasters in rapeseed; on the other hand, the need to improve the utilization of biodiesel production actual, concern of biodiesel, the development of efficient, high yield of the biodiesel production process.In order to reduce the pollution to the environment, should be optimized for the whole process of biodiesel life cycle, need to improve the yield of rapeseed planting process, reduce fertilizer and other agricultural materials use; to explore the production process more optimized production process, shorten the production chain, simplify the production process, improve production efficiency, thereby reducing the emission of pollutants.For the production of methanol and other accessories should also improve production efficiency, reduce the use of steam, coal and electricity.In the aspect of economy need to strengthen government support, for planting biodiesel feedstock farmland increased certain economic subsidies, provide certain financial subsidies to production, the use of biodiesel, the individual project etc.
