| China is a large agricultural country. Irrigation and water conservancy is the lifebloodof the agricultural, and it is an important foundation of national food security. CommunistParty and government attached great importance to rural water conservancy constructionafter new China was founded. But now there is a serious mismatch of supply and demandon water conservancy in most rural areas. The obvious contradiction between supply anddemand of water resources and water conservancy construction has become the stabledevelopment of agriculture and national food security flawed. Therefore, exploring therural water conservancy problem, and proposing the solution is important.The Zhanghe Irrigation is one of the nine large-scale irrigation which irrigated areaexceeding200million mu. Based on the systematic review of the international anddomestic theory and research achievement, this study depth analysis the nature of ruralwater conservancy. Rural water conservancy is a systemic career, which shared by manyfarmers, requires a lot of funds for water conservancy’s construction and management andthe serious consequences of water conservancy damage is cumulative. These waterconservancy’s nature determine the rural water conservancy building and managementdemands. It should guarantee rights and responsibilities equally, maintain farmers’ fair,water construction investment should consider farmers’ income and implementnormalization management. Then, this thesis studies the existing model of watergovernance. Based on these analyses, this thesis suggested water account fund system as anew water governance model. It ensure the water accounts fund system operating healthyfrom water conservancy account system, account funds, fund using, system construction,supervision and so on. Ultimately to ensure the rural water conservancy develop healthy. |
