The grassland vegetation coverage condition is an important index to study the situation of grassland ecological environment, grassland productivity and grassland carbon sequestration capacity. The application of remote sensing and GIS technology, using long time series of remote sensing data, the maximum synthesis method, the maximum NDVI each pixel once appeared the value into a layer, equivalent to the original control community constructs the ideal reference layer, the actual average the layers and different period or a specific year by comparing, effectively reveal the vegetation cover and the ideal growth gap and changes in different regions, so as to increase carbon sink potential to estimate. A case study of HulunBuir Grassland shows that, in twentieth Century80-90years, Hulun Buir Grassland close to the ideal state of non degraded grassland area in91%above, in twenty-first Century, grassland degradation degree is greatly improved, the vegetation coverage reduced15~50%in lightly degraded grassland area increased to nearly50%, but also a certain percentage of coverage for more than50%reduction in area. These areas can improve productivity and carbon sequestration capacity with the grassland protection and construction of vegetation. The research results of this paper can provide scientific basis for the effective way to strengthen the grassland ecological protection and climate change on grassland.Based on remote sensing data for consecutive13years, combining with the field survey data, using the maximum value composites (MVC), this paper extracted the maximum NDVI value of each pixel once appeared during13years to construct grassland carbon density reference layer. Comparison the carbon density situation of study area in2012, the regionalization of carbon sink increasing function on regional scale was made according to the height of carbon density and carbon sink potential. The results showed that:(1) the total carbon storage of HulunBuir grassland vegetation in2012is101.24Tg·C, the average carbon density was1190g·c·m-2;(2) and compared carbon density reference layer with that of2012, the carbon sink increasing potential of HulunBuir grassland was38.66Tg·C, the average carbon potential density is455g·c·m-2;(3) the regionalization of carbon sink increasing potential of study area was made, strong sink increasing potential area is44626km2, accounting for a total area of52.52%of the study area, the carbon potential was36.56Tg·C, mainly distributed in the east of Hailar. The region of strong increasing area with high carbon pool located in Greater Khingan Range forest edge, for forest meadow steppe, while that with low carbon reservoir distribution in Chen Barag Banner and Yakeshi City, for the prairie grasses, bunchgrass steppe. The research results can provide scientific basis for grassland protection and construction to increasing carbon sequestration potential.
