Global warming caused by increasing greenhouse gases has brought many adverse effects to human production and life, and therefore many countries are trying to take a series of measures to reduce greenhouse gas emissions, aiming to adapt to and mitigate climate change. Among them, afforestation and increasing carbon sink as an effective way to reduce carbon emission has been included in "Kyoto Protocol", and quantitative research about forest carbon sinks becomes a hot research among scholars all over the world. And accurate estimation of forest carbon stocks is premise of valid assessment of forest carbon sink capacity, but also the favorable evidence of understanding the contribution of forest to carbon emission. Therefore, accurate estimation of regional forest carbon sinks and understanding situation of regional forest carbon sinks are very important. The purpose of this paper is to build a convenient system of estimating Chinese provinces (regions) forest carbon stocks, to provide technical support to the decision makers.Different countries/regions have different methods to estimate forest carbon stocks. This paper summarizes the carbon sink research of Chinese scholars, and selects the two most widely used methods-volume biomass and biomass inventory method. After determining the estimation method, you need to determine what development methods and what technology to achieve, and to better meet the needs of users. In order to take advantage of GIS in spatial data aspects, this paper combines the estimation method and GIS, and conducts GIS-based secondary development, which is short development cycle and high efficiency. The whole system is under the guidance of software engineering thought, according to requirements analysis, functional module design, database design and system implementation and so on. Implementation is based on Visual Studio2010development platform, object-oriented programming language C#and ArcGIS Engine10.0development component to code. Finally, in order to verify the effectiveness and feasibility of the system, the system is used in Fujian Province, collecting data of Fujian Province to estimate its forest carbon sinks and display the estimation result.
