The Research Of Public Hospital Management System In Inner Mongolia Based On The New Medical Reform

Health is the first wealth of life, which is related to the standard of living and quality of the country’s social welfare in some cases. Public hospitals are the main part all the time with the growing needs of the people’s health care. However, in the past few years, because of the disconnection of public hospitals, government, and society, public hospital system is lack of public welfare. So most of people find it’s too "difficult" and "expensive" to see a doctor. That is also a weak part of the public hospital management system. If this situation can’t be changed, it will cause the unfairness and non-enablement in the protection of health care resources. This is the basic situation of the public hospitals, and in the meanwhile, it’s the same as the public hospitals in Inner Mongolia.Therefore, this paper is mainly about the research of public hospital management system in Inner Mongolia based on the new medical reform. It’s also the research for the transformation of government functions on the condition of public hospital management system and the value orientation. It’s a way to meet the needs of public welfare and market mechanism. Although this research is based on reform of public hospital management system in Inner Mongolia, it may be a suggestion for the national public hospital system reforming.The first part and the second part of the main content are that on the background of new medical reform, the reform of public hospitals should focus on two key points:firstly, with the process of the public hospital reforming, how to protect the public welfare by coordinating the government and the market, and how to avoid rent-seeking; secondly, on the condition that public hospitals is a quasi-public product, how to protect the fairness and enablement. At the same time, it defines the public hospitals. In the third part:it expounds the situation and the problems of Inner Mongolia new medical reform. The fourth part:it analyses the problems mentioned in the third part. And then, it also finds out the reason. The fifth part:it gives the examples of the advanced public hospital management system reform measures in some regions of China and other countries. The sixth Part:it gives the solutions to the problems mentioned in the third and fourth part.
