An Evaluation Study On Centers Of Disease Control And Prevention In Communicable Diseases Control

Objective：To discuss scientific evaluation index system of CDC’s capability to preventand control communicable diseases, construct the evaluation model. In order to analysizeof the present condition of CDCS in Baotou, we draw the barrel figure with the result toidentify weaknesses in the prevention and control of communicable diseases. Evaluatingtheir advantages and disadvantage and providing the basis for it was improved preventionand control capabilities.Method:Using the literature search, literature review,withparticular reference to the performance evaluation mechanism operating manual of diseaseprevention and control, combining with the Delphi expert advice,We developped anindicator system framework to evaluate CDCs’ capability to prevent and controlcommunicable diseases. An evaluation model was developed to using synthetical scoredmethod. Using the descriptive epidemiology study, We surveyed the capability to preventand controled communicable diseases among Baotou city, District, and County Centers forDisease Control and Prevention.According to the survey results, we drawed the barrelfigure with CAD software.Result1An index system framework for evaluating CDC’scapability,it was prevented and controlled communicable diseases which contains9domains and54indicators.The evaluation model of CDCs’ capability was prevented andcontrolled communicable diseases that was developed based on synthetical scored methodas follows: Y=(0.0251Y1+0.0197Y2+0.0189Y3+0.0189Y4+………+0.0206Y52)*100where Y is a Synthetisized score of capability to prevent and control communicablediseases, Yi is the original score for each indicator, it was differentet numerical factorrefers to the final weight of each indicator,2The results from Empirical Investigation ofBaotou city, District, and County Centers for Disease Control and Prevention, it wasshowed that synthetisized scores ranging from721to936.And city’s score significantlyhigher than the District’s and County’s.The Qingshan District has the highest score,whichis913;but the Shiguai District has the lowest score721.Considering nine aspects of theoriginal score, communicable disease surveillance is the highest score, comprehensiveprotection equipartition is lowest short board of the lowest score. Most of the short boardfor CDCs’ communicable disease prevention and control capabilities of Baotou City, were comprehensive protection and laboratory capacity.Conclusion This study wasconstructed a scientific, effective synthetical evaluation system and model of CDC’scapability to prevent and control communicable diseases.As the result of syntheticalevaluation of CDCs’, they had better capacities to dealing with communicable diseases,scores are passing above. Prevention and control capabilities are relatively weak in baiyundistrict and shiguai district.The government of Baotou should strengthen CDC’s Supplies,manpower reserves, improve the ability of laboratory tests, and take correspondingmeasures for different short board, to enhance CDC communicable disease prevention andcontrol capabilities...
