The Study Of Guangzhou Regional Health Informatization Drive Mode

[Purpose] Thorough analyzing the factors affecting the regional health information, build regional health information driving factor interpretative structural model by method of interpretative structural model, establishing the key drivers of the impact of regional health information, in-depth analysis of the hierarchical relationship between driving factors,exploring the drive mode of regional health information and its performance characteristics, in order to further the sustainable optimization strategy proposed of regional health information of Guangzhou city, the rational allocation of people, financial and material resources to promote leaps and bounds of the regional health information of Guangzhou City[Methods] Employ methods of Literature induction and systematic review to collect theory of regional health informatization construction and practical research data; employ method of expert consultation to determine the influencing factors of the regional health informatization and the size of influence; employ method of interpretative structural model to build factor model of regional health informatization construction and the relational model of the main’s implementation of the health informatization.[Results] The main findings are as follows:(1) On the basis of literature research, the drivers of the regional health information in macro, medium and microscopic three aspects of theoretical analysis, the use of expert method, the drivers of the regional health information to filter and sub-contractors, and drive the degree of importance of the factors to be sorted.(2) Explanation structure model method in the field of engineering mechanics for tools, on the basis of theoretical analysis of the driving factors, the choice of regional health informatization in17core driving factors, and build a multi-level hierarchical structure with five layers regional health informatization driving factor explanation structure model, to further explore the relationship between the driving factors.(3) On the basis of a large number of literature research, this paper sums up the main driver of the health informatization pattern, including the government-led health information drive mode, management and integration of health information technology drive mode, information technology and health information technology drive mode,and expounds the connotation and characteristics of the three drive modes.(4) Combining the health informatization of drive mode and the health informatization of maturity judge model, we will be sustainable optimization strategy of regional health informatization mainly divided into information technology planning and positioning, business strategic planning, and information technology strategic planning.[Conclusions] The main conclusions are as follows:(1) The key factors that affect the successful construction of the regional health informatization include:the promotion of the national macro-policy-, the promotion of the local government、IT transformation. The three driver factors will also determine the direction of development of the regional health informatization systems and the achievements.(2) Health institutions should make selections according to their own level of development of information technology and the actual situation of regional health information driving mode, and mutual conversion of the different stages according to the actual needs of different driving modes.(3) Combined with the health information technology maturity determination model standard, we believe that Guangzhou City’s regional health informatization is in the institution-wide level management stage. They should be strategic planning and positioning strategy, human resource agencies optimization strategy, health information technology strategy for organic combination, and effectively improve the level of informatization.
