A Study Of Application And System Integration Of Resident Health Card In Medical Institution

Construction of resident health card is the important development direction ofcurrent health informationization and health reform. Resident health card has vitalsignificance on the optimizationof medical service process, the improvement ofmedical quality and work efficiency and realization of the entire health management.Through the integrated use of literature analysis, field investigation method,expertconsultation method,systematic transformation method (System Rebuilding Meshod),Structured System Development Methodology and other scientific researchmethods,this project takes research of the medical IC card application status homeand abroad,as well as the application of resident health card in outpatient services,hospitalization services,extentional application research, establish a scientificreasonable optimized application system of resident health card in medical institutions.Moreover,this project takes research of analysis and design of the resident health cardmanagement System as well as the reform of medical institutions information system.Relevant research results will be available to guid the resident health card applicationpractice in medical institutions in our country.[Purpose] With spirit of national informatization development strategy andmedical health system reform, take research of the medical "all-in-one-card"application status analysis and application mode to gain some research results andexperience. Based on former research, explore to establish a scientific reasonableoptimized appliacation system of resident health card in medical institutions, theanalysis and design ofresident health card management system, the reform of theinformation system of medical institutions, through the integrated use of variousscientific research methods.[Methods] This paper takes integrated use of the methods of literature research,on-the-spot investigation method, expert consultation method,systematictransformation method，software reengineering method and other research methods.Using the literature research to collect the domestic and foreign medical IC cardapplication, medical IC card management system and related literature,which laystheoretical foundation for the thesis research. Using the method of field investigationand expert consultation to reveal the application point and application process ot theresident health card in medical institution etc. Through the systematic transformation method,reconstruct and optimize the medical service process of medical institutionswith resident health card. Using software engineering method to take researche ofresident health card management system requirements analysis, overall design,function design, performance design, database design and retrofit design of the systemof medical institutions.[Results]⑴To understand the present situation of medical IC card applicationand management system at home and abroad through the research of literature andpolicy papers, research reports, news;⑵With the spirit of process optimization andfeasibility, to confirm and establish the main content of resident health card outpatientservice application system which concerns making an appointment, triage snarling,clinic diagnosis, inspection/test, outpatient pharmacy,transfusion,medical rescue etc;to establish the main content of resident health card in the hospital application systemwhich concerns registration, hospital advance payment, and check-outsettlement;establish the main content of resident medical institutions health cardextention application which concerns cross-regional interagency application, newrural cooperative medical system (NCMS) one-card, pharmacy, blood managementapplication, immunization, maternal and child health care application, healthmanagement, chronic disease prevention and control;⑶Analyse and design thesystem of management system management;⑷According to the application system ofresident health card in medical institution, design the schema of the reform of medicalinstution information system.[Conclusions]⑴Resident health card hospital outpatient application, hospitalapplication,expand application system has good practical applicability;⑵Residenthealth card management system analysis and design theory follows related nationalstandard and has strongpracticability;⑶The medical institutions information systemretrofit scheme is reasonable and operable.
