Research On Improving The Financial Compensation Mechanism In Public Hospitals

In our country’s health system, public hospitals are the main providers of medical services and government financial compensation is an important means to achieve welfare of the public hospitals. With the acceleration of the people’s growing demand for health services and the market process, the public hospital welfare increasingly diluted, people "difficult and expensive" contradictions have become increasingly prominent. One important reason is that government investment is too low to compensate public hospitals mechanism in the unreasonable period. Therefore, current research on the public hospital compensation mechanism、problems and solutions, etc., gradually become a hot research. Further perfecting the financial compensation mechanism in public hospitals is the emphasis and difficulty in the reform of public hospitals. Adopting research methods as literature research, case studies in this paper and by reviewing our profiles and historical evolution of the financial compensation mechanism in public hospitals,taking the revenue structure in recent years in People’s Hospital of Anshun city in Guizhou province as an example, the author analyzes the government financial compensation mechanism in public hospitals in China. It exists the disadvantages as the lack of investment in the public hospitals; the financial compensation structure is irrational; the lack of scientific and effective bases in financial compensation, and compensatory finance regulation is not in place. Through the comparison of the financing models in public hospitals in western developed countries in Europe and America, the author brings forward the countermeasures and methods of further perfect the financial compensation mechanism:making clear the duties and tasks of the governments at all levels, increasing the government’s financial input, strengthening regional health planning, clearing compensation standards, changing the ways of financial compensation, improving the compensation structure, improving and perfecting the cost accounting in hospitals at all levels, further strengthening the financial supervision and management mechanism, perfecting reasonable prices for medical services, and forming a long-term mechanism.This paper describes the mechanism of financial compensation status and characteristics of public hospitals, and more comprehensive analysis of our financial compensation mechanism of public hospitals drawbacks. It also puts forward to the countermeasures to improving financial compensation mechanisms and methods with a certain value.
