China’s birth defect situation is grim,there is a huge number of children withbirth defects in china and the number is tends to increase. Birth Defects Prevention isnot only related to the family happiness,but also has a profound impact on enhancingnational competitiveness and achieve great Chinese Dream. Our Party andgovernment have always attached great importance to the prevention of birth defects.For the first time at the national level a pilot project “birth defect interventionprogramme” was started on1999. Until2013,“national free pregnancy eugenicshealth checks project”(“eugenics project”)was full covered in the national ruralarea. Birth defects prevention system was continuously improved. The awareness ofpeople of childbearing age preconception care was enhanced. It made a greatcontribution to improve the universal health care of eugenics knowledge,to promotepreconception care services,to reduce the occurrence of birth defects and to improvethe quality of births.Consulting the studies of pregnancy health status and its impact on theprevention of birth defects at home and abroad,based on eugenic projects,we did thesurvey on Nong’an women who were participated in the2012County of Jilin ruralfemale eugenic project. Focusing on the health status of rural women beforepregnancy conduct research,we analyzed the impact factors before pregnancyexposures and found occult,critical issues,to tease out new evidence and to givesuggestions in a targeted manner. This study actively explore the status of preconception care services utilization,provide a reference and basis for the effectiveimplementation of preconception care services.By the survey on7,921women participate in the examination,there were1,902high-risk people(24.01%),nearly a quarter of high-risk groups. There were high-riskpopulations may exist two or more abnormal or risk exposure. Body Mass Index(BMI)is an influence on various pregnancy risk exposure. Low age of marriage stillexists in rural women,which had a low level of education. There were big differencesbetween medical abnormalities and self-reported prevalence rates,which is closelyrelated to the lack of preventive medical attention.In response to these conditions, we put forward the correspondingcountermeasures and suggestions. First, standardize procedures and content ofpreconception care,improve the effectiveness of service and guidance. Second is tostrengthen publicity and education efforts preconception health knowledge to improvepublic awareness and participation. Third, expand the breadth and depth ofpreconception care to improve the coverage of eugenics project. Fourth is optimizedpreconception care service system,improve information and networking degree.Fifth,increase investment in hardware and software of preconception care to enhancethe service quality of eugenics project.
